ASTANA, Nov. 10 (Xinhua) -- China's top political adviser, Jia Qinglin, met here Wednesday with Kazakh President Nursultan Nazarbayev and both sides called for intensified bilateral ties.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, said during the meeting that bilateral relations have witnessed fruitful development since the two countries established diplomatic ties 18 years ago.China and Kazakhstan have supported each other in such issues concerning their core interests as sovereignty, security and territorial integrity, Jia said.They also have carried out close cooperation under multilateral frameworks of the United Nations, the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-Building Measures in Asia, the top adviser said.In addition, Jia said, both sides have kept close communications and coordination on major regional and international issues."Deepening relationship between the two was in line with the basic interests of the people in two countries, and China will work hard with Kazakhstan for a sounder and deeper relationship," Jia said.China and Kazakhstan bear great potential in economic development, and the two sides will further strengthen cooperation in the fields of finance, energy, transportation and tourism, Jia said.Nazarbayev hailed the close high-level contacts and the development of ties after the two countries established a strategic partnership in 2005.He also hailed the ever-deepening pragmatic cooperation that has benefited the two countries.Kazakhstan values the development of its ties with China and stands ready to work together to further enhance exchanges and cooperation in such areas as trade and economy, energy, and security so as to keep promoting their strategic relationship, the president said.Nazarbayev also vowed to intensify cooperation with China under the SCO framework."Since Kazakhstan is now chairing the rotating presidency of the organization, we will try all means to prepare and present a successful summit next year," he said.On the same day, Jia also met with Nurlan Nigmatulin, first deputy chairman of People's Democratic Party "Nur Otan." BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday.At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan.After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people.As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar.When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.

ZHENGZHOU, Dec. 1 (Xinhua) -- A Chinese court Wednesday upheld the death sentences with two year reprieves given to two mine bosses found responsible for a gas explosion that killed 76 people at a central China coal mine last year.The sentences were the first time mine bosses in China held responsible for a fatal accident were given the death penalty.The provincial high court in Henan Province rejected the appeals of Li Xinjun, former head of the No. 4 coal mine in the Xinhua District of Pingdingshan City, and Han Erjun, former deputy head of the mine.The court also rejected appeals filed by three other managers of the mine who were sentenced to 13 years, 15 years and life imprisonment respectively.The Intermediate Court of Pingdingshan City sentenced the five mine bosses on November 16 for neglecting safety procedures and forcing miners to work underground despite knowing the mine lacked adequate safety measures.The blast ripped through the No. 4 mine in Pingdingshan City on September 8, 2009, as 93 miners worked underground, killing 76 and injuring 15 others.The mine was under technological renovation at the time of the blast and did not have a safe production license, the court has found.China's coal mines are notorious for deadly accidents. More than 2,600 miners were killed in mine accidents in China last year, a number significantly less than in previous years.

BEIJING, Dec. 8 (Xinhua) -- China's Ministry of Finance said here Wednesday that it will sell a batch of 30-year long-term book-entry treasury bonds this week at a yield of 4.23 percent.The bonds, with a total face value of 28 billion yuan (about 4.2 billion U.S. dollars), will be sold over five days starting Thursday, said the ministry in a statement on its website.The bonds are the 40th batch of the kind to be sold by the ministry this year, and will be the fifth batch of 30-year T-bonds the ministry has sold this year.The bonds will become tradable on Dec. 15 through the national inter-bank bond market and over the counter at designated commercial banks. Interest will be paid every half year.
