SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. But now it won't be finished until next spring.A city spokesman says the delays are because of weather, and unanticipated cobbles and deposits crews discovered in the bridge walls, making drilling more difficult.He added that there is no threat to public safety and it will not raise the cost.You can track the project on the city's website.   1092

SAN DIEGO (KGTV) - The eight-legged population is overrunning parts of Balboa Park a bit earlier than usual this year.Spider season is in full bloom in San Diego. From Rancho Penasquitos to downtown, people say they are finding webs just about everywhere including hiking trailsOne person wrote on a local Reddit thread they stopped hiking because there were so many webs.Chris Conlan works with San Diego County Vector Control and says there's nothing on usual with what folks are seeing.“They hatch out in the spring and they’re small and make very small webs,” said Conlan. "But as they begin to grow over the course of the summer and beginning of fall where we are right now, they’re much larger they tend to spin bigger webs and those are they kind of webs people walk into freak out and do the spider dance."Conlan says the webs people are bumping into on trails are likely orb weavers’. They are poisonous, but their venom is not toxic to humans like other spiders.“It’s really just the black and the brown widow that people need to worry about and they tend to spin more out of the way webs in corners and dark places," said Conlan. "They’re not the type of web you’re just going to go walking through."Conlan’s advice for folks’ encountering spider’s homes is as good anyone’s.“Carry a stick in front of you,” said Conlan with a laugh. "And be prepared to wipe web off your face from time to time.” 1420

SAN DIEGO (KGTV) - The County of San Diego is changing who can get a COVID-19 test at county sites.Officials said Monday that going forward, the county is focusing coronavirus testing efforts for priority groups, including those with symptoms."For new appointments being made, those will be focused on individuals who are symptomatic or individuals who are asymptomatic that fit into some of our priority groups like healthcare workers, first responders, those with chronic or underlying health conditions and those living in long-term care facilities," said County of San Diego Supervisor Nathan Fletcher.Fletcher said the county has more sick people and more positive cases, which means there's a greater demand on the testing system.He explained that challenge is being compounded by a global supply chain shortage with testing supplies and components."By taking this approach to reprioritize our focus on symptomatic folks and asymptomatic folks who are in the settings I just described we might see a reduction in the number of tests being done, but we do hope to see an increase in the speed in which we're able to turn around those tests," Fletcher said.Testing supply issues are not just a local problem. On Monday, California Gov. Gavin Newsom was asked about supply issues and test result turnaround times."It's unacceptable in this nation and in this state that we are not in a position to be doing even larger scale testing that all of us have been very, very aggressively promoting and trying to manifest," Newsom said, adding that the state is also starting to see delays in testing results.Harvard researchers have said the timing of testing results is crucial."If it takes over a week for the result to come back, mathematically it becomes challenging for testing and contract tracing alone to be adequate," Dr. Thomas Tsai, assistant professor in the Department of Health Policy and Management at Harvard T.H. Chan School of Public Health and a surgeon at Brigham and Women's Hospital.Harvard researchers found most states still fall short when it comes to testing.Here in California, the state Department of Public Health reports more than 5 million tests have been conducted across the state.On a call with reporters last week, Tsai said California is testing a very high number of people, but relative to its population, it's falling short of its target for suppressing COVID-19."What happened in California is, as the cases have increased, the testing has increased in proportion but hasn't increased to a level where testing has outpaced the growth of cases and the ability to contact trace has actually gotten ahead of the infection and gotten control of it," he said.On Monday, San Diego County officials announced a partnership with local company Helix to provide up to 2,000 tests a day.County officials say they've received 7,500 tests and those are already being used at two sites.Another 10,000 will be sent tomorrow and they expect within a week that every site will be using them.That will ease some of the burden, but won’t cure the overall problem. 3089

  

SAN DIEGO (KGTV) - The mother of a missing San Diego State graduate is offering a ,000 reward to find him.Wesley Billingsly, 24, was last seen in June. A San Diego Police flyer indicated he was prepared to meet friends and never arrived.Billingsly earned a degree in business administration and marketing from SDSU. He traveled to his native Sacramento and earned money for his return to San Diego, his mother Christel told 10News.Christel Billingsley said her son was looking for a job and wanted to save on rent. After June 1, he did not have a permanent address and started couch-surfing at friends’ homes in Pacific Beach.Wesley and his Ford Expedition disappeared June 12. “It’s completely out of character,” said his mother.Christel paid her son’s phone bill and described him as a social media junkie. About two months ago, the phone stopped showing activity.“Everything stopped on June 12. He just vanished off the face of this earth,” Christel said.Christel is employed as a school officer manager in Sacramento and recently returned to her job after summer break. She plans to take time off to search for her son.“Somebody knows something and I need somebody to tell me where my son is,” she said.Wesley Billingsly is 5’8”, 130 pounds with brown hair and brown eyes. SAN DIEGO (KGTV) — The famed Jessop's Clock that has rested in Horton Plaza since the center opened has been removed.Tuesday, the clock was moved into temporary storage, though the location is not being revealed, according to Jim Jessop, former owner of Jessop's Jewelry, a plaza mainstay for 125 years before closing in 2017.Upon announcing the closing of Jessop's Jewelry, the plaza asked Jessop to move the clock.RELATED: Grocery chain suing Horton Plaza over millions in sales lossesIt's likely the clock, constructed in 1907, will remain in temporary storage for a couple of years until its new location's lease is signed, Jessop says.The fact that its current location is being kept secret may be due to security concerns. Jessop said the clock had been vandalized in February and it had to be moved out as soon as possible because of the lack of security at the plaza to keep it safe. 899
