HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

NAIROBI, Feb. 12 (Xinhua) -- Achim Steiner, UN Under Secretary- General and Executive Director of the United Nations Environment Programme (UNEP) told Xinhua in an interview on Friday that China played a significant role in the process leading up to Copenhagen Climate Change Conference."I think China played a very significant role in the process leading up to Copenhagen, and in a sense it became very engaged at the highest international political level in the process," the UNEP chief said.Steiner noted that China took a significant step forward when it made its announcements of voluntary actions a few weeks before Copenhagen. And that sent a very important signal to the negotiations."We saw similar actions taken by Mexico, by South Africa, by Brazil, by Indonesia and also India. That created an opportunity," he said.Steiner admitted that Copenhagen did not deliver what the world had hoped, which was a deal among developed and developing countries to achieve significant agreement in reduction of emissions. However, he maintained that it was also not the failure that some people had attributed to it."I think in history it shall be written as a missed opportunity. We are now focused on moving forward towards Mexico and the world has an opportunity to reach an agreement," he said to Xinhua.On China's situation of environmental protection and carbon emissions reduction, Steiner said the nation has made rapid progress yet challenges still remain.He stressed that China has begun to take a different development path. WASHINGTON, March 24 (Xinhua) -- China and U.S. economic and trade frictions should be handled appropriately to advance the healthy and steady development of the bilateral economic and trade ties, a senior Chinese trade official said on Wednesday."For the moment, the biggest challenge facing the China-U.S. economic and trade relationship is trade protectionism and the politicizing of our economic and trade issues," Chinese Vice Commerce Minister Zhong Shan told reporters at Embassy of China in Washington. "We hope that China and the U.S. can treat each other as partners instead of rivals."Zhong said China is against the tendency to politicize bilateral economic and trade issues.Under the pressure of the election year and high unemployment rate, some U.S. senators last week proposed a legislation to press China to appreciate its currency.The bill requires the U.S. Treasury Department to identify countries with "fundamentally misaligned currencies" and asks the Commerce Department to investigate currency undervaluation as a " countervailable subsidy."Meanwhile, 130 U.S. congressmen wrote to the government, demanding the Obama administration take actions to appreciate the RMB against the dollar."The RMB exchange rate is not the root cause for U.S. trade deficit with China or key to U.S. unemployment," Zhong said.He said that the economic structures of the two countries are highly complementary. To force an appreciation in the RMB cannot resolve U.S. deficit or unemployment.Zhong noted that given the large scale, broad scope and rapid development of the China-U.S. bilateral economic and trade cooperation, frictions and problems are inevitable."As long as the two sides stick to a strategic and long-term approach to our economic and trade ties and appropriately handle trade frictions through communication and consultation, we can find common grounds and shelf differences and constantly further the bilateral economic and trade relations."
