SAN DIEGO (KGTV) — It may sound like a scene out of "Jurassic Park," but you'll soon be able to check out more than 70 life-like dinosaurs from your car at the Del Mar Fairgrounds.Jurassic Quest Drive-Thru is bringing back the popular event with a twist, introducing visitors to a drive-thru display of animatronic dinos at the fairgrounds from Jan. 1 to 10 next year.From their vehicles, guests will experience the massive models — from a Tyrannosaurus rex to Triceratops to 50-foot Megalodon — roaring and moving in realistic displays as they drive through the tour. An audio tour guide will lead guests through the hour-long tour.Organizers say attendees will have limited contact, if any, with staff on-site, and that state and local coronavirus precautions will be taken.Tickets start at per vehicle, with the option for "dinosaur surprise" add-ons. All guests will also get a free safari-style photo in their vehicles with dinosaurs in the background to remember their trip.Visits must be purchased for available timeslots. SAN DIEGO (KGTV) -- Maintenance crews were hard at work at UC San Diego Tuesday fortifying campus buildings ahead of the rainstorms expected this week, all while several dorms continued to dry out from the last one.Workers shored up roofs and deployed straw wattles and 200 sandbags near the Marshall Lower Apartments. The university said 12 to 15 dorms flooded last week during torrential rain.UC San Diego said drains near the apartment complex were overwhelmed by the water and debris.RELATED: UC San Diego students reeling from flooded dorms after storm“We conducted additional drain and area inspections of the Lower apartments in advance of the rain,” the university said in a message to residents. “[Housing, Dining and Hospitality] maintenance staff will be on standby to ensure that everything holds and storm drains remain clear.”The National Weather Service said a flash flood warning will be in effect Wednesday morning through Thursday evening in coastal areas and the inland valleys.The bulk of the rain is expected to hit Wednesday evening through Thursday morning. Rainfall totals through Friday could reach 1.5 to 2 inches in coastal areas and up to 3 inches in the San Diego County mountains, NWS meteorologist Miguel Miller said.UC San Diego maintenance crews were still trying to dry out some of the dorms that flooded with fans Tuesday, meaning some students have to contend with the hum of dehumidifiers while studying for midterms.RELATED: What you need to know about San Diego's Thanksgiving holiday storm“The dehumidifiers were kind of loud, but it was a constant sound so I got used to it,” said one student.Another student, Jason Rose, said not only did his apartment building flood, his car did too. The vehicle was parked in the Hopkins Parking Structure.“I was studying all night for a week, so I didn’t go to my car until four days after. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489
