DEL MAR, Calif. (KGTV) - All eyes were on Del Mar's bluffs near the train tracks during Wednesday's storm.Watching the cliffs near Seagrove Park, 10News spotted dirt trickling down the cliffs each time a a train passed by, raising concern after a large bluff collapse Friday.Another area was deemed precarious by the North County Transit District (NCTD) less than a block away from last weekend's collapse.Transit workers told 10News everything was going to plan Wednesday, referencing sand bags keeping debris out of storm drains, funneling water away from the fragile sandstone cliffs.RELATED: Travel nightmare for train passengers after Del Mar bluff collapseAn NCTD official said the agency has personnel monitoring the bluffs 24 hours a day, 7 days a week until further notice."At this time, the tracks are safe and trains are permitted to travel through the area at restricted speeds," said an NCTD spokesperson.SANDAG and North County Transit District completed a million project last fall to shore up the bluffs. 1031

John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. DEL MAR, Calif. (KGTV) -- The San Diego County Sheriff’s Department is investigating after someone vandalized a park in Del Mar. According to authorities, someone drove onto the grass at Shores Park and did donuts overnight Sunday. Due in part to recent rain, authorities say the incident left extensive damage. The park is used by students of The Winston School and by pet owners as an off-leash park. The City of Del Mar is working to fix the damage but it’s unclear how much the repairs will cost at this time. 522
