The U.S. communications regulator on Tuesday proposed a 5 million fine, its largest ever, against two health insurance telemarketers for spamming people with 1 billion robocalls using fake phone numbers.The Federal Communications Commission said John Spiller and Jakob Mears made the calls through two businesses. State attorneys general of Arkansas, Indiana, Michigan, Missouri, North Carolina, Ohio and Texas also sued the two men and their companies, Rising Eagle and JSquared Telecom, in federal court in Texas, where both men live, for violating the federal law governing telemarketing, the Telephone Consumer Protection Act.The FCC said the robocalls offered plans from major insurers like Aetna and UnitedHealth with an automated message. If consumers pressed a button for more information, however, they were transferred to a call center that sold plans not connected to those companies. The FCC said the Missouri attorney general sued Rising Eagle’s largest client, Health Advisors of America, for telemarketing violations last year.Over more than four months in early 2019, the FCC said, these telemarketers faked the number their calls displayed in caller ID with intent to deceive consumers; purposefully called people who are on the Do Not Call list; and called people’s mobile phones without getting permission first.Consumers weren’t the only ones bothered. The telemarketers faked their calls to make them appear they came from other companies, which then received angry calls and were named in lawsuits from consumers. The FCC didn’t name these companies, but said one got so many calls that its phone network “became unusable.”The fine is not a final decision. Spiller and Mears will have a chance to respond.As robocalls became a pressing issue for consumers, both as an annoyance and as a vehicle for fraud, the FCC has pushed carriers to do more to stop them. A new law beefs up enforcement and mandates that the phone industry not charge for call-blocking tools and put in place a system designed to weed out “spoofed” calls made using fake numbers.Reached by phone at the number listed for JSquared, Spiller declined to comment. The U.S. government’s auto safety agency is investigating complaints that headlights can suddenly fail in some older Kia SUVs. The National Highway Traffic Safety Administration says the probe covers about 392,000 Kia Sorento SUVs from the 2011 through 2013 model years. The agency says it has 74 reports of failures that may be related to connectors overheating. There were no reports of crashes or injuries. Some complaints allege that both headlights went out in the middle of turns or while traveling on the highway. In a statement, Kia says its cooperating, and its own investigation shows that both headlights have not gone dark at the same time. U.S. investigators will determine how often the problem happens and look into the safety consequences. 763

The romaine lettuce outbreak has many consumers thinking about where their crops are grown.One rooftop greenhouse company in Chicago says their lettuce is safer and longer-lasting.Jenn Frymark, the chief agriculture officer and manager of Gotham Greens, pulls out a head of lettuce and immediately starts to eat it."No, you don't need to wash it,” Frymark says. “We don't have that on our package, but there's no reason for me to wash it. I never wash any of our lettuce at home. It's amazing; nothing touches it; it’s so clean.”Here at Gotham Greens, lettuce is grown differently.  They do it hydroponically. That means it’s grown without soil, but in a nutrient-rich water. Instead of a traditional farm field, this lettuce is grown on rooftop greenhouses.Their space on Chicago's south side is the largest rooftop greenhouse in the country.  Because of the controlled environment, crops can grow in a third of the time of a traditional field.“We're giving this plant everything it wants: the right day temp, the right night temp, the nutrients, CO2 levels, air circulation, the water,” Frymark explains. “I mean, these are very coddled plants and they have everything they need, and they can just grow in this perfect environment and reach maturity very quickly.”Gotham Greens sells to grocery stores in the Chicago and New York metro areas, as well as select Whole Foods stores. The product goes from the greenhouse directly to grocery shelves in a day and a half.The company’s lettuce also lasts longer than the traditional grocery lettuce out here. Frymark says their product can last up to two to three weeks in the fridge. Additionally, Gotham Greens prices are comparable to other organic produce.Frymark also says their method dramatically lowers the risk for foodborne illness.“There [are] no manures, there’s no water sources that could be contaminants,” she says. “We don't have birds and animals getting into the field.”She says the company is expanding and plans to open more rooftop greenhouses in the near future. 2053

The stockpiling frenzy that occurred in the spring during the first wave of COVID-19 may rear its ugly head again.Research from Inmar Intelligence shows that 57% of shoppers are planning to rebuild their stockpile as worldwide coronavirus cases surge in what experts call a second wave.In the months following the pandemic's beginning, cleaning supplies and toilet paper disappeared from store shelves as quickly as they were stocked.According to Inmar, 64% of shoppers said they took part in the spring stockpiling.By far, toilet paper (67%) and hand sanitizer (57%) are on top of the list when it comes to products that shoppers plan to hoard should they find it necessary to create another stockpile.Inmar Intelligence says it is now the responsibility of retailers to make sure supply meets demand as communities once again face possible shutdowns in the face of rising COVID-19 cases."Today's shoppers still have concerns around safety, availability, and convenience, and will continue to look to their local retailers to deliver consistency and seamless customer service across all touchpoints," said Inmar Chairman and CEO David Mounts in a press release. The Senate is expected to vote on an economic relief package this week and while it has little chance of passing the House, it is sending a very clear message to airlines: help may not be coming. United Airlines and American Airlines have both threatened thousands of their employees with layoffs if government assistance doesn't come before October 1. October 1 is the first date airlines that took bailout money from earlier this year can layoff workers under the terms set by Congress. United is looking at cutting around 16,000 employees while American is slashing around 19,000 workers. Southwest and Delta, notably, are not laying off workers after offering buyouts to many workers. For weeks, airlines and unions were holding out hope lawmakers would pass a bill after returning from their August recess.
