SACRAMENTO, Calif. (AP) — The director of California's unemployment benefits department, Sharon Hilliard, said she will retire at the end of the year. The announcement Friday comes after the agency has been overwhelmed by more than 15 million claims during the coronavirus pandemic. The agency has a backlog of more than 900,000 people still waiting to receive benefits. Hilliard has said the backlog won't be cleared until the end of January. California Labor and Workforce Development Agency Secretary Julie A. Sue praised Hilliard for helping reset the agency's culture. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

(AP) — Google says Android phones will be used to sense earthquakes around the world and may one day be able to provide global warnings, with the first mass alert system unveiled Tuesday in California. The Android operating system maker says it's using California's network of seismometers to trigger phone alerts. “This announcement means that California’s world-class earthquake early warning system will be a standard function on every Android phone — giving millions precious seconds to drop, cover and hold on when the big one hits,” Gov. Gavin Newsom said in a statement.Android users who have enabled location services and are near a quake of magnitude 4.5 or greater will receive a full-screen earthquake warning, according to ABC News. Authorities say that could give people nearby precious seconds to seek safety. No app is needed. Google also announced that Android phones around the world will begin acting as mini-seismometers to sense tremors. Among those new laws are increases to California's gas tax, new regulations on ammunition sales and a law requiring doctors to tell patients if placed on probation. Misconduct doctors would need to tell their patients about includes sexual misconduct, drug abuse and criminal convictions. Prop 63. - Ammunition salesStarting July 1, new rules for purchasing bullets will go into effect. The new rules require background checks every time someone wants to purchase ammunition. The law is part of Proposition 63, which voters approved in 2016. A fee is also required for each transaction. Gas tax increaseBeginning July 1, 2019, California’s gas tax is set to rise again by nearly 6 cents per gallon. The increase comes as gas prices in some states could drop below per gallon by the end of the year, according to GasBuddy. Assembly Bill 748Also taking effect July 1 is Assembly Bill 748.
