SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) -- Authorities are investigating a man's death after they say he died following a fight. Police were called to the 5600 block of Imperial Avenue in Valencia Park around 1:12 p.m. after receiving reports of a man having chest pains. After arriving, the 51-year-old man -- identified as San Diego resident Joseph Ives -- was taken to the hospital where he later died.Police later learned that Ives got into a fight shortly before his death. According to police, after an altercation with another man, Ives told a witness that he was experiencing chest pains. Ives "did not have any obvious signs of trauma to his body," police said. Out of caution, San Diego Police homicide detectives are investigating the death.  773

SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... Nowhere to stop, so I stopped in the middle of the road," said Adame.Adame says a heavyset officer in his 40s went to his door and told him he was being stopped because he had tinted windows.RELATED: San Diego couple says Tijuana shakedown possibly prompted by COVID-19 restrictions"And then I heard the back of my pickup open ... tailgate drop down ... I looked and my stuff was gone! So angry," said Adame.Adame says a second officer had grabbed all his tools — worth nearly 0 — and placed them the police car's back seat. A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' He said, 'Shut up!'" said Adame.More than 0 in cash had disappeared. He says the officer then let him go and told him to not come back. At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) - Coronavirus vaccine trials are underway, but it's unlikely you'll be able to get one before next year.ABC 10News spoke with Dr. Anthony Fauci, the Director of the National Institute of Allergy and Infectious Diseases, about the next steps in the battle against the Coronavirus.Team 10 investigative reporter Adam Racusin asked Dr. Fauci when a safe and effective vaccine will be available."Well, Adam, we're hoping that's going to be as we get toward the end of this calendar year late fall early winter," he said. "In the United States, two candidates have already started a phase three trial. They started last week on July 27."Fauci said in the next few months, other companies will be getting into a phase three trial."We hope, and I think we can be cautiously optimistic about this, that we will have a safe and effective vaccine by the end of the year, beginning of 2021," he said. "There's never a guarantee Adam, and that's why you do the trials, and the phase three trials are about 30,000 people."Dr. Fauci explained that the government has invested hundreds of millions of dollars - if not billions on vaccine production even before they know if it will work. So, if it is valid, in early 2021, there could be tens of millions of doses ready to go.As for who'd get it first, Fauci said they have committees that advise the Centers for Disease Control and Prevention. They're also adding an extra layer of individuals from the National Academy of Medicine to complement that decision."The prioritization is usually for those who would benefit the most and need it the most such as health care providers, those who are vulnerable, the elderly, those with underlying conditions including minority individuals who we know disproportionately suffer much more both in infection rate and in serious consequences," Fauci said.But even if the vaccine is approved, the speed at which it'll be done makes some people cautious and even uncomfortable. Others have indicated they are against any vaccine."We're having what's called community engagement and community involvement," Fauci said. "This has been very successful when we had interventions during the earlier years of HIV/AIDS when there was some skepticism in the community about safety and efficacy in drugs. So we're going to get community leaders to help us get out there and be very transparent in outreaching to the various communities, including minority communities, that may have some skepticism to getting vaccinated."The vaccine is months away at a minimum, yet positive cases are still rising in some communities.Dr. Fauci said what's concerning to him is the capability of the virus to be efficient in how it spreads from person to person."We've got to take it seriously," he warned.Team 10 investigator Adam Racusin asked Fauci, while the country is waiting for a vaccine, does he believe school-aged kids should be physically in school.“Well, I think they should be what we call an overriding default position,” Fauci said. “That it is better, and we should try to the best of our ability to get the children back to school because of the deleterious effects to the children when they’re not in school and the ripple effects to parents of having to stop work to take care of them. However, and I underline the ‘however,’ this should not be sacrificing the health, the welfare or the safety of the children as well as the teachers.”He continued, “So we live in a big country, and you’ve got to realize that there are some areas locally where the infection is so low that you can get the kids back to school, no problem. You’ve got to be realizing and flexible that there are some areas of the country where the infection activity is so high that locally the individual people responsible may have to make the decision either to not get the kids back to school or to do it in a way that safeguards the children’s health by hybrid between online and in-person, physical separation, indoor-outdoor, morning afternoon. There are a lot of ways to do that. We have to be flexible. SAN DIEGO (KGTV) - Crews were quick to knock down a fire along a San Diego freeway late Friday.Video showed captured at the scene show a tree engulfed in flames along the westbound side of State Route 94 near northbound Interstate 5 at about 6:30 p.m.It's not clear how the fire began, but crews were quick to douse the flames.10NEWS?UPDATING TRAFFIC CONDITIONSNo injuries have been reported.
