San Diego (KGTV)- A new affordable housing building with studio- style apartments will be coming soon to East Village. The building will be used to house the homeless. City leaders and developers broke ground on the project this morning. “Every time we get the chance to break ground on another supportive housing opportunity means that we’re going to be able to help dozens of San Diegans who need that supportive services and housing,” says Council Member Chris Ward. The building will have over 70 units for people who have experienced homelessness. There will be at least a dozen more units for those who earn 50% or less of the median average income in San Diego. The 7-story building, which includes parking, will have a glass-encased lobby, community room, laundry facilities, and counseling offices. The project aligns with the mayor’s budget proposal. In the plan, .2 million will be used for homeless programs. City leaders say combating this issue is a priority and San Diegans could see more housing, like The Link building, in the future. “If we can do this one project at a time, we can actually get to the number of units that we need in 2 years to house all of the unsheltered, chronic homeless that we see every day,” says Ward.Developers hope to have the project done by early 2021. 1312

SAN DIEGO (KGTV) - Two weeks after their son was killed, the parents of Alexander Mazin spoke to 10News for the first time about the brutal attack.Penelope and Jeffrey Mazin say their son left for the 24 Hour Fitness gym on Midway Dr. around 9 a.m. on Feb. 25, 2018.“I said 'I love you' and I kissed him on his little fuzzy beard,” remembered his mom, “and he walked out the door. I’m glad I saw him that morning.”He was scheduled to meet with his dad at noon, but by 12:05, his parents were already worried. He was never late.They started calling hospitals and police stations. Little did they know, officers were already searching for him.“Two plainclothes detectives in black cars pulled up and my heart sunk because I knew right then and there something horrible must have happened,” said Jeffrey.The suspect in the case has been identified as Ernesto Castellanos.The Mazins say Castellanos was in a previous relationship with their son’s girlfriend. They say Alexander had been dating the woman for about three months but kept their relationship somewhat private.There were warning signs. Two weeks before the killing, they say Castellanos had attacked the woman while she was working out with Mazin at a 24 Hour Fitness.Castellanos’ whereabouts are unknown. SAN DIEGO (KGTV) - The Padres utilized the team's newly-expanded protective netting for the first time Friday afternoon while hosting a high school baseball game between La Costa Canyon and Vista.The net now extends beyond both dugouts, stretching from section 115 down the left field line to section 116 down the right field line.  Most of the net stretches 24 feet high, before tapering.  Netting will also be added above the dugouts and the wall along the warning track.In a statement revealing the details of the changes, Padres Executive Chairman Ron Fowler and General Partner Peter Seidler said, "We feel the new design drastically improves the safety of our patrons, while the state-of-the-art materials will have a minimal effect on the fan experience as it pertains to the view of the field and sightlines of our ballpark."10News spoke with several fans at Petco Park Friday. While all said they understood and appreciated the safety concerns, not all of them like the change. "I would probably lean toward keeping it the way it was," said Mark Stephens, a Padres ticket plan holder. "Stephens expressed concern that the netting could be an obstruction to the view from some seating locations. He also worries that the netting will reduce the opportunities for fans in those sections to catch foul balls, which is a reason many people choose to sit in the areas behind and just past the dugouts. Stephens believes fans should be paying more attention to the action on the field, so they can see a ball coming their way. "My personal feeling is that people could avoid 85% of the problem if they just watch the game."Another fan, Brian Beaumont, agrees, saying too many people at games are distracted. "The netting might be a sign of the phone age. The smart phone and the not-so-smart fan."The Padres are one of several teams who have extending their netting this off-season.  It follows an incident last September at Yankee Stadium when a foul ball hit a one-year-old girl in the head. "They either feel affirmed in the clinical opinion they've already received or maybe have access to a surgical treatment that might not otherwise be offered to them," said Dr. Alex Khalessi, Professor and Chair of Neurological Surgery at UC San Diego Health. Through a secure online platform, UC San Diego Health offers easy access to world-renowned neurosurgeons through the program.The service costs patients 0, which Dr. Khalessi says is a few hundred dollars less than other programs nationwide. He says their goal is to make the program accessible to those who need it, even those thousands of miles away. "This is really an opportunity I think to give patients who are dealing with a problem they've never had to think of before a day in their lives, access to a person who spends every day thinking about that problem," said Dr. Khalessi.San Diego resident Glenn Callan credits a second opinion from Dr. Khalessi's team for saving his wife Patricia's life.While in remission for breast cancer doctors at their original San Diego hospital discovered a large tumor in Patricia's brain, but said the tumor was inoperable. "Devastating. You just think you escape this and then have this metastatic cancer go to the brain, it's unbelievable, surreal," said Glenn.Rather than accepting the original diagnosis, the Callan's went to UC San Diego Health, where doctors successfully removed the tumor."Things that would have been a death sentence or permanently disabling even five years ago, now we have a lot of very effective options to treat those problems," said Dr. Khalessi. SAN DIEGO (KGTV) — Two tropical storms bearing down on the Eastern Pacific have forced a Norwegian Bliss cruise ship to abandon its original route and stop in San Diego.The stopover for the cruise ship came just before 7 a.m. Wednesday. The ship was originally scheduled to sail from Los Angeles to several ports in Mexico but was forced to change that route due to tropical storms Willa and Vicente.The new route has the cruise ship heading for San Francisco to San Diego to Ensenada, Mexico. The ship is scheduled to depart from San Diego at 6 p.m. Wednesday.Norwegian Cruise Line said in a statement that guests were alerted to the modified itinerary as soon as possible."Due to Hurricane Willa and Tropical Storm Vincente in the Eastern Pacific, we modified Norwegian Bliss’ itinerary from Los Angeles," the cruise line said. "Our onboard team is working to ensure the best vacation experience possible given these weather-related changes."Tropical storm Willa was downgraded from a Category 5 Hurricane Wednesday, but still made landfall with maximum sustained winds of 120 mph.
