SAN DIEGO (KGTV) - A family wants the Governor of California to keep the man who murdered three San Diego State professors behind bars. Frederick Davidson was sent to prison in 1997 for three consecutive life sentences without parole after he gunned down his three engineering professors Chen Liang, Preston Lowry, and Constantinos Lyrintzis.The San Diego County District Attorney’s Office recently notified the victims’ families that Davidson applied for executive clemency.“Just asking for clemency?  Out of what?  On what grounds?” asked a distraught Esther Alonso, Lyrintzis’ sister-in-law.  Lyrintzis was married to her sister, Deana Alonso, and the couple had a young daughter.A District Attorney’s Office spokesman said the DA’s office already filed a letter opposing Davidson’s request.Alonso told 10News she could not believe Davidson would request clemency.  Alonso said the family agreed to not seek the death penalty in 1997 if Davidson agreed to plead guilty and go to prison for life without parole.“How can they tell them 20 years later that the deaths of their husbands and their fathers…that this guy has more rights than they do?” asked Alonso, a professor at Southwestern College. “I don’t understand a system where that is even possible.”Alonso created a Change.org petition directed at Governor Jerry Brown asking him to deny Davidson’s request.The DA’s spokesman said their office opposed more than 50 clemency requests last year and none of those requests were granted.  The spokesman added there is no deadline for Governor Brown to respond or send it to a hearing. 1627

SAN DIEGO (KGTV) -  A driver led CHP officers on an hour-long pursuit from Southern Orange County to Mission Valley Wednesday night.The chase ended on the onramp from southbound I-805 to westbound I-8.Ray Scheidnes, with California Highway Patrol, says the chase started in the San Juan Capistrano area when they received reports of someone driving erratically just after 6:30 p.m.When they tried to pull over the driver, she instead drove south on I-5 into San Diego County and eventually onto I-8.  The driver even called into 9-1-1 dispatch and tried to explain why she wasn't stopping.“I believe that she was afraid to pull over, mentioned something about possibly having some previous run-ins with law enforcement that she didn't think went too well,” Scheidnes said.Scheidnes also added they’re not quite sure why she eventually stopped in Mission Valley.“The vehicle didn't seem to run out of gas or have any mechanical problems, just came to a stop, I think she just decided to pull over,” he said.CHP says the driver is an Orange County resident. She has not been identified. There are no immediate signs of drugs or alcohol, but she could be facing charges of resisting arrest and failure to yield.  1247

SAN DIEGO (KGTV) — A car owner in Old Town has a warning if you're planning on parking in the popular area: A destructive thief may be lurking.On the morning after Cinco de Mayo, blocks from the festivities, Amy Wysocki discover an unpleasant post-celebration surprise."Just heartbreaking. I instantly broke into tears," said Wysocki.Along Congress Street, Wysocki found a side window of her Lexus on the ground, smashed."Then I came upon the other broken window, which was also a shock and quite a bummer," said Wysocki.Inside her car, about 30 bucks in emergency cash was missing, along with some ibuprofen. Her windows are tinted, but if someone peered inside, some boxes filled with paper products can been seen. Wysocki believes those boxes made her car a target. Wysocki is hardly alone. Along Congress Street, there is a trail of broken glass."It's really sad. It's disgusting," said Wysocki.Police told Wysocki there were seven other "smash-and-grab" break-ins discovered in her neighborhood that same day. A check of Crimemapping.com, which tracks data from police reports, reveals a string of car burglaries in the area in recent weeks. SAN DIEGO (KGTV) - With the fall school year quickly approaching, there are concerns some students will be left behind.Schools across the state worked to close the technology gap over the summer. However, the California Department of Education says more than 700,000 students still lack computing devices, and another 300,000 lack hotspots to connect to the internet.Even if all students have the right tools, will they participate?"For some people, they may find it challenging," said parent Frank Powell. "In my situation, I find it impossible."Powell is a father of three. His oldest child is 11 and has special needs. Powell said they haven't logged into a learning program at all this summer."It's good for some. For others, it's impossible, and for others, it's going to be extremely challenging," he said.Back in March, the headlines about distance learning were daunting.A Los Angeles Times article on March 30 stated, "About 15,000 Los Angeles high school students are absent online and have failed to do any schoolwork while more than 40,000 have not been in daily contact with their teachers since March 16, when the coronavirus forced campus shutdowns."A spokesperson for the Los Angeles Unified School District said the district did not take classroom attendance when schools initially closed. Instead, it made every effort to provide students with technology and get them connected to online instruction. Los Angeles Unified invested 0 million to provide devices and technology for students.A graphic provided by the district showed a dramatic increase in the number of students who are now connected.At the state's second-largest school district, a San Diego Unified spokesperson said at the end of May nearly 98 percent of students had logged in since they began measuring this at the start of April. The district said that the number is accumulative."The participation of 97.8% of our 101,000 transitional kindergarten to 12th-grade students is extremely encouraging, but it is not 100 percent. It is, however, above our average rate of attendance on any given day of the school year of approximately 96%. For comparison, our rate of chronically absent students for the last school year was 12.4%. Of the 2,204 students who have not logged in, the majority are in very young grade levels. Some 51% are in Transitional Kindergarten or kindergarten. For a point of comparison, in a typical school year, kindergarten students account for 12% of all absences," the SDUSD spokesperson said.At the Poway Unified School District, elementary, middle, and high school participation ranged between 98 and 99 percent, district officials said.The district noted, "The data indicates the percent of students that connected or participated at some level in distance learning. Participation did vary, day-to-day, however, we conducted a significant amount of outreach to students and families. PUSD teachers, counselors and site administrators all worked to contact students via email, phone calls, and home visits. We are proud of the efforts of our school teams."An initial struggle was technology. It's something districts across the state are shoring up.But even with the right tools, will kids log in and participate?"The first week back had 85 percent of my kids showing up," said teacher Jessica Davis. "The next week, it was half of that, and the week after was half of that."Davis said she experienced challenges with student motivation and accessibility in the spring but did believe virtual learning can work."I don't think it's going to ever be what we can accomplish in the classroom, but I do believe it can be effective."According to the California Department of Education, "Education Code Section 43504(f) requires each LEA to develop written procedures for tiered reengagement strategies for all pupils who are absent from distance learning for more than three schooldays or 60 percent of the instructional days in a school week. These procedures shall include, but are not limited, to verification of current contact information for each enrolled pupil, daily notification to parents or guardians of absences, a plan for outreach from the school to determine pupil needs including connection line with health and social services as necessary and, when feasible, line transitioning the pupil to full-time in-person instruction." 4359

SAN DIEGO (KGTV) — A driver struck a fire hydrant outside San Diego International Airport Saturday, causing water to rocket into the sky outside Terminal 2 and headaches inside the airport.Terminal 2's East entrance on West Harbor Drive was temporarily closed after the driver struck the hydrant along the terminal's departure lanes around 10:40 a.m. Airport officials also closed Terminal 2 East's concessions and directed all traffic through Terminal 1.At one point, vehicles backed up onto Harbor Dr. as drivers encountered the closure caused by the geyser, according to a witness. Fire crews worked feverishly for about two hours, as gallons of water and kicked up rocks showered them below, before the water was turned off around 12:35 p.m. 753
