BORREGO SPRINGS (CNS) - San Diego Gas & Electric will use a .5 million federal grant to upgrade the Borrego Springs microgrid with new technology so it can operate on completely clean energy, the utility announced Friday.The grant, from the U.S. Department of Energy's Solar Energy Technologies Office, will provide funds to purchase smart power inverters, controls and an energy management system. The new devices will improve energy reliability, stabilize the microgrid and help it become 100% renewable.A microgrid is a mini power grid and may include a power source like solar energy, an energy storage component and controls and switches that allow it to operate independent of or parallel to the larger grid. The Borrego Springs microgrid is the first such utility-owned grid in the nation."This grant award comes at a pivotal time for our customers, our company and the next evolution of microgrid technology," said Will Speer, vice president of electric engineering and construction for SDG&E. "Microgrids are one of the tools to enhance community resiliency and maintain energy service during emergencies. With the smart grid technology that we will incorporate into the microgrid, we are confident that this facility can become a model for future clean energy microgrids."The Borrego Springs microgrid began operations in 2013 after SDG&E saw an opportunity to improve energy resiliency for the approximately 2,800 people in Borrego Springs -- a remote desert town subject to extreme heat and monsoonal weather. Until then, the town relied on a single transmission line and distribution circuit for its power. The microgrid is connected to a local 26-megawatt solar field -- owned by a third party -- two battery storage systems, two generators and an ultracapacitor to keep power flowing to the town during emergencies and planned outages on the larger grid."This is great news for Borrego Springs, especially during emergencies like severe weather," said County Supervisor Jim Desmond. "It's important for San Diego County that we continue to move towards a healthier and more sustainable future."Due to unstable voltage conditions and solar energy output fluctuations, it is challenging to operate the microgrid using 100% clean energy. The new inverter, controls and energy management system will help address these challenges and transition the microgrid to a true 100% clean energy facility.SDG&E operates two microgrids -- including the Borrego Springs location -- within San Diego and southern Orange counties. Bruises, loss of vision or the loss of an eye – injuries during protests have drawn more attention to what police call "non-lethal" tools.An expert tells us there are certain categories: Chemical weapons like tear gas, electric devices like Tasers, impact weapons like batons, and kinetic impact munitions, meaning any fire projectiles, including bean bag rounds.“You tend to see grenade launchers being used in crowd control, more than anything else,” said Charlie Mesloh, a professor of criminal justice at Northern Michigan University. “Also, you're going to see shotguns only because they're plentiful and they're, you know, they're accurate.”Mesloh is also a former officer who has conducted research on these weapons. He says what many people have started calling “rubber bullets” are actually skip-fired munitions. Those are the most concerning to him because they're less predictable.Skip-fired munitions are typically shot out of a grenade launcher with a few rounds inside. They're meant to be bounced off the ground to cut down on some of the sting.Mesloh says that after looking at pictures of injuries, he thinks some are being fired directly at people.“There are some problems and with how these are being used, some of them might be training,” said Mesloh. “Some of them also could be more environmental. BOCA RATON, Fla. — New developments in the investigation into a Boca Raton pet store where authorities say a dead puppy and several sick puppies were found late last year.The owner of Poochie Couture was arrested on Tuesday and is facing multiple animal cruelty charges.Marc Rosenbluth, 37, has since bonded out of jail.Last November, dozens of puppies were removed from Poochie Couture by Palm Beach County Animal Care and Control, and the pet store was shut down.Rosenbluth surrendered some of the dogs after Boca Raton Police and Animal Care and Control said they found a dead 3-month-old puppy, along with several other sick animals."Had we not gotten there with Boca P.D., most likely the death toll would have much higher," said Dianne Sauve, the director of Palm Beach County Animal Care and ControlSauve said closing the pet store is a victory.Records show that of the 58 dogs inside the shop, investigators found the dead puppy and six french bulldogs that were sick with multiple problems. Two of them needed intensive care.Rosenbluth's arrest report said Poochie Couture lacked prevention of injury and did not assist with ongoing veterinary care."It is a shame some animals had to die in a result of this," said Kelly Evans, who called police in November, claiming Rosenbluth and his wife were not taking care of their puppies. "I am glad he is arrested now and there is some justice for the animals."Sauve said ACC likes to tell people to always adopt and don't shop.
