SAN DIEGO (KGTV) — After San Diego leaders passed an ordinance allowing people to sleep in their vehicles, a group of critics say they're ready to camp in front of the Mayor’s house to reverse course or address the matter another way."I don’t think they realize that vehicle habitations were the beach community’s biggest problem,” said Racheal Allen, who's a part of the coalition opposed to vehicle habitations on residential streets. The new coalition is fighting against the City Council’s decision to repeal a decades-old ordinance that had prohibited people from living in vehicles on city streets. "I’ve seen drug dealing out of some of the vehicles, we’ve seen bike chop shops operating."All of this, just in the month that living in vehicles has been legal again. And the coalition has been hounding the Mayor’s office to change it. The Pacific Beach Town Council voted to urge city leaders to prohibit the ban's reversal and designate parking lots for campers in non-residential neighborhoods away from schools and daycare facilities.Thursday, Councilmember Jennifer Campbell sent a letter to the Mayor asking for overnight safe parking on city-owned properties. She proposed South Shores parking lot because of the 200 spots and access to bathrooms.Allen said she recently received an email from the Mayor's office saying, “we are actively pursuing a new ordinance to address the public’s concerns.”"We have to put our foot down," Allen said.Members of the coalition told 10News they don’t support a plan of using South Shores or anything that close to the beach because of the impact it could have on the environment. 2483

SAN DIEGO (KGTV) — A scenario study on a 6.9-magnitude earthquake on the Rose Canyon fault zone paints a bleak picture, saying the San Diego region could suffer "devastating consequences."The San Diego Earthquake Planning Scenario report examines the possible outcome of such an earthquake on the Rose Canyon fault line, which runs through the heart of downtown San Diego. Under the scenario, the report concludes that a quake of this size could cause severe damage to buildings and emergency infrastructure and have "devastating consequences" on communities and the local economy.RELATED: Examining San Diego's fault lines after Ridgecrest earthquake"Damages will cause business interruptions across most economic sectors, estimated at .2 billion dollars in lost income throughout San Diego County," the report says. "Additionally, the earthquake will damage a large percentage of the housing stock in the San Diego region, further exacerbating housing affordability issues particularly for more vulnerable populations such as low income residents."While the report is not a precise look at San Diego's seismic history or forecast of its future, it believes a 6.9M earthquake could potentially cause several scenarios: billion in damages, in which 120,000 buildings would suffer moderate to complete damage, 8,000 buildings would be beyond repair, and 36,000 households would be displaced;Many older and more vulnerable buildings, including key City of San Diego buildings, could be severely damaged and suffer from partial to total collapse;Coastal communities, stretching from La Jolla to Silver Strand, could be cut off from nearly all lifeline utilities and services, with some basic services being out for months; andLoss of water pressure to certain communities could also impact response to any fires; andInterstate 5 corridor would also be severely impacted, as potential roadway and bridge failures could present more challenges for first responders and residents"Community and economic activity could be disrupted for years until the region’s housing stock, commercial and government facilities, and infrastructure are repaired or replaced," the report said.RELATED: San Diego urged to make water line improvements ahead of future earthquakesBased on its findings, the report recommended several steps moving forward to prepare San Diego for seismic activity, including:A county-wide study of earthquake hazards;Formation of a "seismic resilience" group to identify mitigation actions, priorities, and funding;Local jurisdictions should compile vulnerable structures and develop a way to retrofit them;Various agencies — including wasterwater utilities and emergency management agencies — identify and prioritize investments into needed upgrades; andUpdates to emergency response plans for local jurisdictions and increase public awareness Ideally, the study envisions the San Diego region being retrofitted and ready for a major earthquake by 2050."With a better understanding of the severity of damage, challenges for repair, and the interconnectedness of structures and their lifelines, communities can take mitigation measures to aid in reducing the potential impacts to life and property and societal disruption in the region following future earthquakes. The conclusion of this report is a call to action in the form of a vision for a seismically resilient San Diego," the report says.The report was prepared by a team of geoscience and structural engineering professionals and researchers led by San Diego Regional Chapter of the Earthquake Engineering Research Institute. SAN DIEGO (KGTV) — About 90 dogs are heading across the country to San Diego to remove them from the path of Hurricane Delta in Louisiana.The dogs will land at Gillespie Field on Thursday as part of the effort to evacuate the animals before the storm hits the northern Gulf Coast, according to the San Diego Humane Society. Once they touch down in San Diego, 60 dogs will be taken to SDHS and the rest will be taken to Rancho Coastal Humane Society, the Chula Vista Animal Care Facility, the Department of Animal Services, and Labradors and Friends. Once the dogs are medically cleared and behaviorally assessed, they will be made available for adoption."We are grateful we can help these animals and alleviate some of the stress on the shelters in Louisiana," said SDHS President and CEO Dr. Gary Weitzman. "They are just recovering from Hurricane Laura and now there is an even bigger threat. When we all work together, we can help more animals and that’s what we are here for."The flight is made possible by the nonprofit Wings Of Rescue, which helps fly endangered pets from high intake or high-kill shelters to no-kill shelters.Last month, SDHS, RCHS, and Labrador and Friends took in 130 dogs and cats from Louisiana as well."An animal emergency is an animal emergency, no matter where or when it happens,” said Rancho Coastal Humane Society President Judi Sanzo. “Hurricane-ravaged Louisiana called for help — just weeks after the last airlift brought more than a hundred animals to San Diego. SAN DIEGO (KGTV) — A woman died Friday morning after she was hit by a vehicle while walking in a Mira Mesa crosswalk.The victim, who has yet to be identified, was crossing the 9200 block of Capricorn Way in a crosswalk at about 9:45 a.m. when she was hit by a vehicle, San Diego Police said. The woman, believed to be in her 40s, died at the scene.Police later found the driver, a 31-year-old man, and his vehicle, a black 2004 Nissan Titan. Police said the driver was making a right turn from Black Mountain Rd. onto Capricorn Wy. when he fatally struck the woman with his vehicle. SDPD did not say if any arrests have been made. SAN DIEGO (KGTV) — A woman involved in a fiery multi-vehicle crash in the College Area on Wednesday died several hours after being taken to the hospital.Casey Diane Hargis, 22, was pronounced dead at UCSD Medical Center on Thursday morning, after a vehicle slammed into the Ford Fusion she was in as it was stopped at an intersection the night before.Hargis and the driver, a 22-year-old woman, were both taken to the hospital suffering from second- and third-degree burns on more than 70% of their bodies, along with internal bleeding.RELATED: Several hurt in multi-vehicle crash at College Area intersectionHargis died of vascular injuries from pelvic fractures, according to the county medical examiner's report.The condition of the driver has not been officially released.Wednesday, a 63-year-old man was driving in his Mercedes when he suffered an unknown medical issue and slammed into the back of the Ford that Hargis was traveling in at 70th Street and El Cajon Blvd.The force of the crash pushed both vehicles into the opposite lanes of El Cajon Blvd, where they were struck by three other vehicles, causing the Ford to ignite and leaving the women trapped inside before witnesses could pull them from the vehicle.The Mercedes driver was taken to the hospital for treatment, but his condition wasn't immediately released. The other drivers involved were taken to the hospital for minor injuries. 1412
