(CNS) - Authorities Wednesday announced a ,000 reward for information leading to an arrest in connection with a shooting outside a Spring Valley marijuana dispensary that killed a 59-year-old security guard in early June.Deputies responded around 11:05 p.m. on June 2 to the dispensary at 8721 Troy St., just east of state Route 125, and found Kenneth Love II mortally wounded, sheriff's Lt. Now, one lawmaker is fighting to make it illegal to report people simply based on race.It seems there’s a new viral incident, almost weekly. In April, a white Starbucks manager called police on two black males, who were waiting for their friend inside the Philadelphia store. The following month, a woman, dubbed BBQ Becky by the internet, called police on black men who were grilling in a park in Oakland, Calf. Then, there’s Permit Patty, who called to report a young black girl selling water without a permit on a San Francisco sidewalk.New York State Sen. Jesse Hamilton (D) proposed new legislation that would make calling police on law-abiding people of color a hate crime.  “We have to draw a line in the sand,” says Sen. Hamilton. “This is a phenomenon that's happening all throughout the country, where people are using the police as private security, to interrogate, to intimidate, to harass and humiliate.”Sen. Hamilton says it has even happened to him. He says a woman called police while he was campaigning in his own district, and all because she didn’t like his message.“I’m saying, no, that shouldn’t happen. No one should be interrogated or humiliated because of their color of their skin, political beliefs, sex orientation,” says Sen. (AP) — A Vermont woman whose family peacock ran off with a flock of turkeys says she's hopeful to get close enough to catch it with a net.The peacock belonging to Rene and Brian Johnson has been on the run for six weeks.On Wednesday, the Johnsons posted a message on the Vermont Fish and Wildlife Facebook page: "My peacock has run off with the turkeys. Some San Diego voters are making a surprising - and alarming - discovery in their mailboxes.They are receiving duplicate mail-in ballots for the November midterm. "Obviously with such a contested election and everything in the news right now, was this actually something bigger?" said April Segal, a Hillcrest resident who received two ballots.Nearly 70 percent of voters in the county say they will vote via the postal service this November. People from Hillcrest to Tierrasanta to Escondido have reported receiving the extra ballots. San Diego Registrar of Voters Michael Vu said there are protections in place to make sure everyone gets one only one vote. He said duplicates are not uncommon and this year is a bit worse than others because of issues with the new voter registration system at the DMV. "Our office and the statewide system runs duplicate checks to determine matches or potential matches," Vu said. "When a duplicate record is identified, the record is merged, with the most recent registration becoming the official record."Vu said no matter which ballot a person submits, it will ultimately be counted. He said anyone who knowingly submits two ballots would be referred to the district attorney for an investigation of voter fraud. Segal said she recently got married, changed her name and registered to vote. A few months later, when applying for a Real-ID at the DMV, she checked the 'yes' box when it asked if she would like to register to vote. That likely led to the duplicate ballot. "I knew I already was registered, but I thought I should just err on yes so that nothing got messed up by saying no," she said. Segal said she would continue to vote by mail, despite the mix-up.  1758

SOLANA BEACH, Calif. (KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. Zillow reports that the average rent in Solana Beach is ,837 a month, up 4.7 percent from a year ago.    1459
