EL CAJON, Calif. (KGTV) — El Cajon Police and the NAACP say they are trying to reach out to the family of a man hit and killed by a car last week after family and friends accused police of shooting the man.Police say the protest stemmed from a Nov. 25 traffic fatality involving Stephen Harris, 29, of El Cajon. Harris was hit by a vehicle just before 9 p.m. in the 300 block of West Chase Ave. and died at the scene, according to police.EPD says the driver who hit Harris remained at the scene and tried to provide first aid to him, along with the help of a passenger in the vehicle. Police do not suspect the driver of driving under the influence or speeding at the time of the crash. Witnesses told police Harris suddenly walked into the roadway at the time of the crash, EPD added.Surveillance footage reportedly showed Harris leaving a nearby convenience store and stumbling before the collision, police said. Officials said a toxicology report is being conducted, but police said preliminary testing showed drugs and alcohol in Harris' system at the time of his death.Family and friends of Harris arrived at the scene after the crash and accused police of being involved in Harris' death, saying officers were stalking him, shot him, and were trying to cover it up. During a protest on Nov. 30, family and friends continued their accusations against the department, with some protesters obstructing traffic. Police say at one point, a protester kicked a passing vehicle and another person reported that a protester pointed a handgun at them.EPD, the San Diego branch of the NAACP, and the county Medical Examiner's office say they have tried to contact Harris' family about his death, but that the family has not responded.Francine Maxwell, President of the San Diego branch of the NAACP, issued a statement saying in part that the police department is being as transparent as possible in Harris' death: 1919

EL CAJON (KGTV) -- In response to growing concerns of the rapidly spreading coronavirus, Grossmont-Cuyamaca Community College District officials have announced that they will be canceling in-person classes for a week as a precautionary measure.Grossmont and Cuyamaca college campuses will close the week of March 16-20 and temporarily shift to online instruction as a precautionary measure.“We are taking these extraordinary measures out of an abundance of caution,” said Chancellor Lynn Neault. “We are doing everything we can to ensure a safe and healthy environment for our students, employees and the public, while ensuring that our student can complete their classes.”The colleges join numerous local and national institutions that are also announcing face-to-face instruction to quell the spread of coronavirus, including Chula Vista's Southwestern College, San Diego State University, and USD.Non-instructional employees will be on site during their regular work hours, according to officials."All student events for the next two weeks are canceled, and intercollegiate athletics games are cancelled through March 29. Staff and student travel on district business outside of the state and country has been cancelled, and in-state travel is being reviewed on a case-by-case basis," officials said.“We recognize the challenges imposed by these measures, and we regret any difficulties to students or faculty, but the health and safety of our campus communities is our utmost responsibility,” said Linda Cartwright, president of the Grossmont-Cuyamaca Community College District Governing Board. (KGTV) -- Some parents are upset after a document from the Cajon Valley Union School District was accidentally shared.Cajon Valley Union School District Superintendent David Miyashiro said an employee’s notes taken during a weekend planning summit -- which included the teachers union, school board members, and district management -- were inadvertently released.Under one of the sections in the notes is language describing parents as “stay at home mom, do not want to teach their kids,” as well as references to some parents being “right-wing” and “not all believe this is real and believe it will be finished by August.”Several parents obtained the document and were upset with how they were described. Demanding answers, some parents showed up at a closed-door district meeting on Tuesday evening where reopening plans were being discussed.Miyashiro sent 10News this statement on the matter: “I've both apologized to the parent community on our behalf and also addressed this with the employee. They weren't meant for public view but there's no excuse ... we don't speak about anyone that way.”Parents who spoke to 10News about the notes said they want something to come out of this situation, whether it’s training or education for staff members."The trust has been lost; the trust between parents and the school district. Trust between parents and superintendent, trust between parents and the board, I think. That's the feeling I get,” one parent said.The district, made up of 16 elementary schools and five middles schools, serves over 17,000 students in various communities in and around El Cajon. 1631

  

EL CAJON, Calif. (KGTV) -- Neighbors say two elderly residents of the Lincoln Palms Apartment in El Cajon were taken to the hospital Wednesday, after an explosion on Lincoln Avenue. New resident Jorge Limon told 10News Reporter Rina Nakano he and his grilfriend Samantha were unpacking when they noticed an odd smell. Later, they heard what sounded like two explosions. "We thought somebody threw a table out of the window or something. But then we saw the smoke and fire," Limon said, adding that he immediately grabbed his fire extinguisher to help.  The explosion happened on the first floor of the building around 8 p.m., just below Limon's new apartment.Fire crews arrived four minutes after the 911 call, but were surprised to see that the flames were already out when they arrived. With his extinguisher, Limon was able to put out the flames. The explosion shattered the windows of the downstairs unit, leaving the curtains and glass all around the pool. Inside Limon found the two elderly residents, who he said both suffered injuries. "They both went ot the burn center, which means they had enough burns to where it was a concern," said Heartland Fire and Rescue Battalion Chief Bent Koch. San Diego Gas & Electric, El Cajon Police and several other agencies are investigating what caused the explosion. Limon told 10News his fire extinguisher was no accident. "I made a big deal to bring it," he said.
