GUANGZHOU, July 9 (Xinhua) -- Two nuclear power stations under construction have not been affected by a mild earthquake that struck south China's Guangdong Province Friday, company officials said.According to the provincial earthquake monitoring network, an earthquake measuring 3.1 on the Richter Scale Friday hit the junction of Taishan City and Yangjiang City where the two nuclear power stations are located."The nuclear power stations being built were not at all affected as the facilities were designed to withstand at least 8-magnitude earthquakes," said a spokesman of China Guangdong Nuclear Power Holding Corporation (CGNPC).He said the sites of these two power stations were carefully chosen and approved by the China Earthquake Administration. Records show that the strongest earthquake that shook the sites did not exceed 6.0 in magnitude.The construction of the Yangjiang Nuclear Power Station -- with a full installed capacity of 6 million kilowatts -- started in December 2008 and is planned to be put into commercial operation in 2013. The construction of the Taishan Nuclear Power Station -- with an initial installed capacity of 3.5 million kilowatts -- started in 2009 and is expected to be completed around 2014, the CGNPC said.

BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday.The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority.The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations.The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year.The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years.The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns.To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage.The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

WUHAN/XI'AN, July 23 (Xinhua) -- Authorities in two Chinese provinces traversed by the Hanjiang River, the largest branch of the swollen Yangtze River, issued fresh flood warnings Friday.The Flood Control and Drought Relief Headquarters in central Hubei Province said areas along the Hanjiang River will face severe floods.Pressure is building at the Danjiangkou reservoir, which is already dealing with the worst flooding of the year so far.The water level in the reservoir had risen to 150.74 meters by Friday, about 1.74 meters above the warning line, and is expected to rise to 152 meters before the end of the month.Engineers at the reservoir more than doubled the flow rate of water from 1,920 cubic-meters per second to 5,000 cubic-meters per second.Along the upper reaches of the Hanjiang River in Shaanxi Province, floods and landslides had left at least 73 people dead and 121 missing as of Friday noon, the provincial government said.About 213,000 residents from 24 counties and districts in the cities of Hanzhong, Ankang and Shangluo in southern Shaanxi have been evacuated. More than 60,000 houses have been destroyed or damaged.A new round of rainstorms began to pound the region Thursday. BEIJING, Aug. 18 (Xinhua) -- China's Ministry of Housing and Urban-Rural Development said Wednesday that it has begun work on the reconstruction plan for the mudslide-flattened Zhouqu County in northwest China's Gansu Province.An inspection team would be sent to the disaster-ravaged areas to gather information for drawing up the reconstruction plan, the ministry said in a brief statement posted on its website.However, it did not elaborate on the reconstruction plan nor provide detailed information about the inspection team.On the same day, Chinese Vice Premier Hui Liangyu urged authorities to prepare for post-disaster reconstruction of the mudslide-hit regions.He said the responsible authorities must promptly send competent teams to the disaster sites to assess losses so reconstruction plans can be developed on the basis of these findings.The death toll from the massive mudslides in Zhouqu, beginning on Aug. 8, had risen to 1,287 as of 4 p.m. Wednesday, with 457 still missing, the local disaster relief headquarters said.
