SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) - Neighbors say overnight surveillance video of a tagger in action is a glimpse of an ongoing, frustrating problem.Near Euclid Avenue and Polk Avenue, there is a church, an elementary school, and a sight Leanne Montano has seen before."Sad they're destroying someone else's property," said Montano.Video shows what unfolded just down the street. Just before 2 a.m., a motion-activated light flashes, but these vandals are undeterred. With another man and a person on a bike nearby, someone in a cap and hoodie casually begins spray painting the back wall of a home. For more than 40 seconds, he tags the wall, before he and his cohorts leave.It appears they weren't done. 10News found similar tags on fences, and garage door after garage door. A block away at Euclid Elementary, there was more graffiti. Montano's place was spared, but her home has been hit several times before. She says tagging - including the school - is a weekly occurrence."Tagging leads to other activities that aren't safe. My concern as a parent and resident is the children's safety and them walking to school, feeling safe. It allows other people to treat our neighborhood like crap. If we don't take pride in our neighborhood, who else is going to?" said Montano.The City of San Diego offers rewards up to 0 for the arrest and conviction of graffiti vandals. 1364

SAN DIEGO (KGTV) - Mostra Coffee, the San Diego-based coffee company that recently won the award for Best Roaster in the U.S., has opened its second brick-and-mortar store.The move is a risk, as many small businesses had to close or scale back during the coronavirus pandemic."Being an entrepreneur, it's just something that you pretty much fight for, and you are you're kind of programmed to just take a leap off the cliff even though you don't know what's happening," said Jelynn Malone, one of Mostra's co-owners.The new location is in 4S Ranch, an area of town that asked Mostra to move in. A petition in 2019 calling for the new location got more than 1,500 signatures."It was something that the community rallied for, and we felt that the community deserved it," said Malone. "So we just piecemeal this thing and slowly worked our way through to the point where we can actually open."But Malone admits it was scary taking that kind of risk during the Pandemic."Being a small business with over 20 employees, including my own family, it was very troubling and scary," she said.The company went through layoffs in the spring, and work on the new location slowed to a crawl. To keep the business going, Mostra built a website and app to allow for curbside pick-up and online ordering.Now that the new 4S Ranch location is open, Malone and her co-owners say the struggle has made their success more enjoyable."I'm so happy we made this decision, and I'm so happy with how the shop turned out. SAN DIEGO (KGTV) - President Trump restored the rank of Chief Eddie Gallagher Friday following a conviction for posing with a dead Islamic State captive in Iraq in 2017. The San Diego Navy SEAL was demoted to Petty Officer First Class in July, following eight hours of deliberations by a military jury. He was acquitted of murder and other charges in the case. Gallagher was at risk of losing up to 0,000 when he retired due to his lower rank. SAN DIEGO (KGTV) - One man is dead and another injured after a shooting in City Heights Saturday night. 31-year old Dionte Floyd was killed and 38-year old Dashe Wallace was seriously injured, police said. Wallace's condition was unknown as of Sunday afternoon.According to police, the shooting happened around 6 p.m. on the corner of El Cajon Boulevard and 52nd Street. Police said two groups were involved in a fight when someone started shooting. Two of the men were shot several times before the suspects left the area. Police are reviewing surveillance footage to try to figure out what happened and find the suspects involved. 641
