SAN DIEGO (CNS) - Nearly half of San Diego County's 1.95 million voters have cast their ballots in the Nov. 3 election, the Registrar of Voters reported Thursday.More than 937,000 ballots had been received as of Thursday, according to the registrar's office.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.Ballots received by the registrar's office this week should be processed in time for the first release of election night results to be posted shortly after 8 p.m. Tuesday.Voters can return their marked ballot in the pre-paid postage envelope to any U.S. Postal Service office or collection box. The Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays for those preferring to vote in person.Voters additionally have the option to drop off their ballot at one of 126 drop-off locations around the county -- including dozens of libraries, YMCAs, county offices and The Old Globe Theater in Balboa Park.Voters also can also cast their ballots at their assigned polling place, 8 a.m. to 5 p.m., from Saturday through next Monday. All polling places will again be open on Election Day, when the voting hours change to 7 a.m. to 8 p.m.An in-person voting location tool can be found on the county's voting website, SDvote.com.Due to the COVID-19 pandemic, the registrar's office encourages older adults and people with underlying medical conditions to avoid long lines and crowded polling places by voting early.Registrar Michael Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person are instructed to bring a face mask and plan to maintain social distance."We encourage voters to act early and make voting decisions from the comfort and safety of their home," Vu said. "Mark your ballot, sign, seal and return your mail ballot to a trusted source. The sooner we receive your ballot, the sooner we can start processing it so it will be counted right when the polls close at 8 p.m. on Nov. 3."Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. Masks will be required inside, but residents unable or unwilling to wear them will be allowed to vote curbside.Officials noted that the need to social distance may create longer lines than usual at in-person locations. 2601

SAN DIEGO (CNS) - A San Diego-based telemarketer was fined nearly million by the Federal Communications Commission Wednesday for making more than 47,000 robocalls over a two-day period leveling false accusations against a local state Assembly candidate and manipulating caller ID information to appear as though a competitor was making the calls.Kenneth Moser and his company, Marketing Support Systems, were fined ,997,750 for making the calls on May 30 and May 31, 2018, about one week prior to the primary election, in which Philip Graham unsuccessfully sought to represent the 76th Assembly District.Shortly before the primary, a woman accused Graham of kissing her against her will in an Encinitas bar, triggering a sheriff's department investigation that concluded the claim was unfounded. Nichole Burgan, the woman at the heart of the allegation, later pleaded guilty to filing a false report.According to the FCC, the robocall messages repeated Burgan's claim and caller ID information was manipulated to make the calls appear as though they originated from another telemarketing company, HomeyTel, described as a competitor to Moser's company. As a result, HomeyTel received "a multitude of angry complaints" from people who received the calls, as well as a cease-and-desist letter from Graham, according to the FCC.The agency said 47,610 robocalls were made during the two-day period, with multiple calls sometimes sent to the same recipients.The calls violated the Truth in Caller ID Act prohibiting manipulation of caller ID information -- otherwise known as spoofing -- with the intent to defraud, cause harm or wrongfully obtain anything of value, according to the FCC. 1697

SAN DIEGO (CNS) - A suspect wanted for breaking into an apartment in Imperial Beach and allegedly sexually assaulting a woman while she slept was in custody Thursday evening.Alfred Ruiz-Sandoval, 24, is accused of sneaking in through a window to fondle a woman in her home early the morning of Sept. 3 in the 1300 block of Hemlock Avenue, near Tijuana Slough National Wildlife Refuge, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.The victim called 911 about 5 a.m. to report the invasion and sexual battery and told investigators the suspect ran from her home when she awoke. Officials believe the perpetrator got into the home by removing a screen from her open bedroom window.Currently, Ruiz-Sandoval is in federal custody on unrelated charges, and sheriff's detectives have obtained a separate arrest warrant, Boudreau said. 866

  

SAN DIEGO (CNS) - An international team of scientists, led by biologists at the University of California San Diego, has synthetically engineered mosquitoes that halt the transmission of the dengue virus, the university announced Thursday.Scientists at UC San Diego Associate Professor Omar Akbari's lab worked with Vanderbilt University Medical Center to identify a human antibody for dengue suppression. The broad-spectrum antibody stops the transmission of all four known types of the fever, compared to previous experiments, which have been able to limit single strains.The team then designed the antibody "cargo" to be synthetically expressed in the dengue-spreading Aedes aegypti mosquitoes.RELATED: UC San Diego study finds solutions for loneliness"Once the female mosquito takes in blood, the antibody is activated and expressed -- that's the trigger," Akbari said. "The antibody is able to hinder the replication of the virus and prevent its dissemination throughout the mosquito, which then prevents its transmission to humans. It's a powerful approach."Akbari works in the Division of Biological Sciences and is a member of the Tata Institute for Genetics and Society.These lab-engineers mosquitoes could be paired with a dissemination system, making it capable of spreading the antibody throughout wild disease- transmitting mosquitoes, Akbari said.Dengue fever is a virus that poses a severe risk to children and older adults in tropical regions in Asia and Latin America. Infecting those with compromised immune systems, dengue victims suffer flu-like symptoms, including severe fevers and rashes. Serious cases can include life-threatening bleeding. No specific treatment exists and thus, prevention and control depend on measures that stop the spread of the virus.This development could go a long way toward limiting the disease's transmission."It is fascinating that we now can transfer genes from the human immune system to confer immunity to mosquitoes," said coauthor of the paper, Dr. James Crowe, Jr., director of the Vanderbilt Vaccine Center at Vanderbilt University Medical Center in Nashville, Tenn. "This work opens up a whole new field of biotechnology possibilities to interrupt mosquito-borne diseases of man."Akbari's lab is now in the early stages of testing methods to simultaneously neutralize mosquitoes against dengue and a suite of other viruses such as Zika, yellow fever and chikungunya. 2789
