SAN DIEGO (KGTV) — San Diego Padres players and city leaders surprised more than 140 elementary school students with new bicycles Friday. As part of the Padres Holiday Giving Tour, the team partnered with Bikes for Kids Foundation to gift 141 students at Horton Elementary School. At first, the group of second- and third-grade students thought they were gathered to learn which student had won a bicycle after an essay challenge. One name was read. But then a second student won. A third student had their name read.Just when the streak seemed to come alive, chants of "one more bike" broke out among the students. [they] do not have a bike back there," Pollakov said, gesturing behind a curtain. "The good news, though, is everyone is getting a bike."Thunderous cheers erupted in the Chollas View auditorium, bringing some students to tears. Behind the curtain, a bike and helmet for every student."Today was just beautiful because we got to take a break from the hard world of academics and to celebrate our achievement," Horton Elementary Principal Staci Dent said. The gifts celebrate students achieving a 13-percent boost in English language art scores and 6-percent increase in math scores. All the more encouraging for the school, which is designated as the lowest performing elementary school in San Diego County. Padres pitcher Matt Strahm and second baseman Greg Garcia, Pad Squad members and the Swingin' Friar, and San Diego City Councilmember Monica Montgomery were all in attendance. 1857

SAN DIEGO (KGTV) — San Diego health officials are worried about a recent uptick in out-of-towners testing positive for coronavirus locally ahead of the holiday weekend. In San Diego, health officials have seen increases in positive COVID-19 cases diagnosed locally in people who live in nearby counties or states. Throughout the pandemic, there have been 16 Arizona residents have tested positive while in the region, seven of those were in the last week. So far, 330 Imperial County residents have tested positive while in San Diego and 61 of those were in the last week, as cases grow in that county.RELATED: San Diego County to close bars that don't serve food to slow COVID-19 spread"We have looked specifically at nearby county residents. Certainly, the number of individuals who live in Imperial County who are diagnosed in San Diego have increased in the last number of weeks," said Dr. Eric McDonald, director of the county’s epidemiology and immunization department. "The number of cases who have Arizona as their primary residence have also increased in the last number of days."With Monday's decision to close bars that don't serve food ahead of the July 4 weekend, the hope is the move will deter out-of-county residents from coming to San Diego."If you go back to some of the restrictions that were announced today, so that we are more consistent with our neighboring counties in terms of bar closures, it somewhat addresses that," McDonald said. "Certainly, if all the surrounding areas had more restrictions and we were perceived as a place where individuals could have more freedom to do certain types of social interactions, that could be a draw."RELATED: Gov. Newsom shuts down bars in Los Angeles, six other counties amid surge in COVID-19 casesSan Diego's beaches are scheduled to remain open as of Monday. Nearby Los Angeles County officials announced they will close their beaches for the weekend."We're going to reach out to the cities and assess their level of comfort in being able to enforce the physical distancing requirements at the beaches," Supervisor Nathan Fletcher said. "We have, to date, not seen significant numbers of outbreaks or case trends from outdoor settings. So there is more concern about indoor than outdoor. But it is something we're certainly going to reach out to the cities to ascertain." 2347

SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media. At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit. That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship. In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. He’s also talked to several places of worship and they are working on plans to sign up for park space.Vaus explained the process: “You call our community services department. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. She’s asking the board to approve a similar plan allowing businesses and places of worship to use county parks. The issue will be discussed next week. 2227

SAN DIEGO (KGTV) - Ranked seventh in the state, an Oceanside High School wrestler makes daily sacrifices to be an elite athlete. But in a recent tournament, Shane Hansen put sportsmanship above being number one. After four matches, Hansen made it to the finals in the La Costa Canyon tournament. However, the final match was getting away from him. "It was the third period, the last period, I was down 12-3, I believe, we went out of bounds, and he ended up dislocating his shoulder," said Hansen. RELATED: Community helps man devoted to keeping park cleanHansen's opponent was not able to recover in the injury time allotted and was therefore forced to default match, meaning Hansen took first place. "I felt pretty bad because obviously, he was winning that match, and it wasn't my match to win."Hansen tried to forfeit himself from the match but was not allowed. "When he came up to me and was like, I want to trade my medal, I want to trade my medal, I was just kind of taken aback that in the moment, so quickly, he was wanting to do that," said Hansen's coach, Dustin Long. During the award ceremony, Hansen gave his gold medal to his opponent in exchange for the silver medal. Hansen held up two fingers representing second place in the podium photo, a symbolic gesture to his injured opponent. RELATED: Woodworking "elves" at Carlsbad senior community making handmade toys for kids"The reason I believe it wasn't a hard decision is because he was the better athlete that night and was winning that match when he got hurt, it was the right thing to do." In a letter to the school, Hansen's opponent's coach said:"I have been a varsity wrestling coach since 1985, and in my 35 years, I can honestly say that I have never witnessed such an amazing display of sportsmanship as I saw last Saturday evening. A young man from Oceanside High School - Shane Hansen brought me to tears with his act of sportsmanship." - Todd Meulman, Saint Francis High School. Hansen has been in contact with his opponent and wishes him a speedy recovery.Hansen has since won first place in another tournament and hopes to wrestle in college. 2132
