SAN DIEGO (KGTV) - For the first April 20 in California, marijuana use is legal in the state.California’s new recreational marijuana laws took effect Jan. 1, 2018, as the passage of Proposition 64 in November 2016 opened up the state to regulate cannabis. SAN DIEGO (KGTV) — Hundreds of residents at “The Cliffs” mobile home park in Allied Gardens are fed up after living without running water since Thursday. The community consists solely of 55+ senior citizens, and many of them live alone or have limited mobility. "It's really kind of a pain in the neck,” 85-year-old resident William Shakespeare said. Like many of his neighbors living in the lower portion of the Cliffs, Shakespeare lost water since early Thursday. Luckily for him, his longtime girlfriend Suiko Paul is quite mobile. She became the go-to person for water supply for the entire street. "Elderly people live here. They don't drive. Somebody has to help them,” Paul said. She was been swamped. "She hauls water like crazy,” laughed Shakespeare. 10News met the on-site property manager as he and two others were digging a hole in the asphalt. He stepped away from the camera to tell us two old pipes burst on opposite ends of the mobile home park Thursday morning. Since then, he said he had been doing everything he can to fix the problem. But residents like Shakespeare and Paul did not want to see three people trying to fix a major water leak problem affecting more than 200 residents. "He's been here since Thursday, and they've been digging, but they're not sure where they're digging,” Shakespeare said. Many residents appreciated that the manager was trying to handle the problem himself, but they said it had gotten out of control. Like many of her neighbors, Paul said she had not taken a shower for four days, and she had gone to a friend’s house to wash dishes.The Red Cross began mobilizing at the clubhouse and doing door to door well-fare checks. But for many of the seniors, patience is running out."It seems like forever…. Not having water, I don't know what could be worse. Not having air, I guess,” Shakespeare said. The city is aware of the problem. But because the pipes are under private property, the owner of the entire mobile home park must have them fixed themselves before the city can turn the water back on. 2059

And what an exciting times it is, as the centerpiece of the plans includes a brand new stadium. "It will become the signature project that defines the future. Not only for SDSU, but for higher education in California," says San Diego State President Adela de la Torre.The project will include an innovative educations district, 86 acres of land used for a park and recreation, affordable housing, a hotel, and of course, a 35 thousand seat stadium "I can't wait to see the team run on to Basher field and enjoy the cheers of 35 thousand fans,"says de la Torre.Equally excited is Aztecs Director of Athletics JD Wicker."We are building a stadium for Aztecs football, international and professional soccer, concerts, and any other event you can think of. You name it, we'll host it."And who knows, maybe someday San Diego will see the return of the NFL.Jack McGrory, a member of the SDSU Board of Trustees, says the new stadium will be built with the NFL in mind. "That's really their minimum specification for the NFL, 55 thousand seats. We can do that down there."The SDSU West Project wasn't easy, as many challenges were dealt with along the way. SAN DIEGO (KGTV) — Education experts say it’s a reality we need to accept: distance learning will not be as academically successful for many students as classroom-based learning, particularly for disadvantaged students.Governor Gavin Newsom’s announcement Friday that school reopenings will be directly tied to pandemic data means both public and private schools throughout San Diego County will most likely start fall classes virtually.Three experts told ABC 10News that virtual learning will likely be the hardest on young students who require the most adult direction.“Early grade elementary family environments right now, they’re probably the most challenged and in need of the most amount of help,” said Dr. James Rivet, an educational consultant at SD Kids First.Younger elementary school students require more focus and attention from a parent, who may be distracted by other responsibilities like a full-time job, according to Dr. Deborah Pontillo, a pediatric psychologist and the owner of SD Kids First.With young learners, “their independence isn't really developed. Their motivation to learn isn't necessarily there,” Pontillo said. 1152

SAN DIEGO (KGTV) -- Dozens of families and children with down syndrome were out at Crown Point Park in Pacific Beach for the first-ever Donut Run in San Diego. The money raised benefits Gigi's Playhouse which is a down syndrome achievement center. The center provides therapeutic and training programs for people of all ages. The services are completely free. Gigi's Playhouse has 37 locations across the country and even a few in Mexico. All of the staff are volunteers so donations are always welcome in order to continue providing the services. The goal was to raise ,000 but the organization doubled that goal.   667
