High tide is set to happen at 9 a.m. with low tide set to take place around 4:10 p.m., according to tide charts. King tides occur when there is an alignment of the gravitational pull of the sun and the moon. "If you remember Scrooge did his apprenticeship at Fezziwig's.""For some things, I have a plan in mind, but other things as I buy things or acquire things you think, Oh, I can use that on the castle," Bogaert says, pointing to the roof of the vehicle which is covered by a towering display of church-like spires and angels. The hood is plastered with its own 3-D display of a miniature snow-covered town. And the sides of the van are covered in paint pen drawings all by his hand.The vehicle is a head turner and as we talk to Bogaert a couple of bicyclists stop to take pictures. Bogaert waves: "Thanks!" he says, before turning back to our camera, "99.9% of the time people give me the thumbs up. I've even had cops drive by and give me the thumbs up."Though, Bogaert admits there have been a few tickets over the years concerning visibility issues. But the former bus driver insists he's very good at using his side mirrors. Besides that, his inspiring creation has proven a good defense."One time the judge threw it out of court because she said her kids loved my car. She said case dismissed," he recalls.Another woman stops by on foot, "I like it. I think it's a positive message and we certainly need that now more than ever."Uncertain times for many, and Bogaert can relate to the feeling."With the coronavirus going on you should see how many people cheer my car because it's just something uplifting during these times," says Bogaert. "I like to be optimistic with the car. I like to be optimistic for myself if I can be. But I do get depressed."Underneath a kaleidoscope of ornaments inside the van, there is a snug space, where Bogaert sleeps, as — for the moment — this is his home."I bought a grocery store up in Crescent City. I always wanted to live in the redwoods," Bogaert said.He says that business venture years ago didn't go as planned, and the financial ramifications remain. But he doesn't dwell, as he focuses attention on another part of the van.After all, he and Emerald Eagle have a "google-plex of universes" to run. And they are, apparently, ever-expanding."I am adding more towers and a few more parts to it. I have some stuff inside that will go on in the next week or few days," said Bogaert. 3229

In San Diego County, 42 people were arrested between 6 p.m. Friday and 6 a.m. Sunday. By this time on Memorial Day Weekend in 2018, 57 people were arrested. One person died this weekend in San Diego County due to a DUI crash, tying it with last year. Statewide, 741 people have so far been arrested for driving under the influence. SAN DIEGO (KGTV) -- Kidney dialysis affects thousands of people a day. Proposition 23 attempts to regulate some aspects of treatment. If passed, it would require a physician, nurse practitioner on-site during dialysis treatment.There are several ads on television, urging Californians to vote against the measure.Dialysis has been a part of DeWayne Cox’s life for years. “I was diagnosed 12 years ago with kidney failure and I began dialysis 10 years ago,” he said.Cox said he goes to a dialysis center three days a week. He calls Proposition 23 “unnecessary.”“I am taken care of from the moment I walk in the door to the moment I take my walkout,” Cox said. “It makes me angry that these propositions keep being placed on public voting for people who have no idea what dialysis is.”One No on 23 ad shows a dialysis patient saying “I could die if Prop. 23 passes because if my clinic closes, I don’t know where I’ll go for treatment.”According to the Legislative Analyst’s Office some clinics could close. “Given the higher costs due to the measure, some governing entities, particularly those with fewer clinics, may decide to close some clinics,” the report said.It also said clinics could respond in other ways, like continuing current operations but with lower profits.About 600 licensed clinics in California provide dialysis to roughly 80,000 patients each month, according to the LAO. If passed, the measure would also require the centers to regularly report dialysis-related infection information to the state.The No campaign has major committee funding from DaVita and Fresenius—two of the biggest kidney dialysis companies—as well as U.S. Renal Care.Californians have seen kidney dialysis propositions before. Proposition 8 in 2018 attempted to limit dialysis clinics’ revenues. The measure failed.The Legislative Analyst’s Office said the measure could increase health care costs for state and local governments by the low tens of millions of dollars a year. Under the measure, the LAO said state Medi-Cal costs, and state and local employee and retiree health insurance costs could increase due to governing entities negotiating higher payment rates and patients requiring treatment in more costly settings like hospitals. 2243

  

SAN DIEGO (KGTV) -- It’s almost time to welcome back the nail-biting excitement of the Scripps National Spelling Bee.This year’s countywide bee will be held on March 15 at the McMillin Companies Event Center at Liberty Station.Roughly 100 spellers are expected to take the stage, making competition fierce.Last year was an exciting year for the competition as it saw its youngest speller ever, Edith Fuller of Oklahoma, who was only 5-years-old when she qualified.Fuller went all the way to the national stage. The spelling bee has been around for more than nine decades.The bee was founded in 1925 and has been held every year since, except during the World War II years of 1943, 1944 and 1945.In 2017, the competition celebrated its 90th National Spelling Bee.2017’s winning word was marocain, which is “a ribbed crepe fabric used in women's clothing.”The Scripps National Spelling Bee will begin May 29 and end on May 31.  943
