SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years. The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten. The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. Marten said the money would offset the lost state revenue and increased operating costs.“We call for full funding for the Individuals with Disabilities Education Act (IDEA) and full funding for the Impact Aid program to invest in military families,” added Marten. “We call for tripling Title I funding and making the fund permanent to support low-income families.”“I know that San Diegans will step up and do whatever it takes to make sure no student is left behind,” Mayor-elect Todd Gloria said during a special appearance at the address.SDUSD’s plan has been sent to the Biden transition team for consideration. The full plan is available here. 2364

SAN DIEGO (KGTV) -- Support for the Black Lives Matter movement is now visible on a downtown San Diego street.Over the weekend, various Black Lives Matter banners were put up on Broadway, between Third Avenue and Kettner Boulevard. The banners showcase the work of San Diego-based artist Anthony Tyson, and they display the message that Black lives of every age, gender, preference, past, and future matter.“You know, not that many people of my color, of my ethnicity is around this area. So, my people can come down and see it, and then also you have people that are used to this area seeing something different. And it gets them to ask the question of ‘what is this?’ and that's all you really need at the end of the day,” Tyson told ABC 10News.Tyson collaborated with the nonprofit Downtown San Diego Partnership for the project.“The Downtown Partnership believes strongly in its duty to ensure organizational efforts are promoting equality and addressing systemic injustice and racial discrimination wherever they exist. In addition to commitments made within the organization, the Downtown Partnership is working to foster a greater sense of cultural vibrancy through placemaking and special projects. Particularly when those efforts can highlight historically disadvantaged cultural institutions and artists,” the organization said in a news release. 1363

SAN DIEGO (KGTV) — Students, friends, and family are mourning the sudden death of a beloved East County teacher.John Berray, a longtime and well-known math teacher in Grossmont Union High School District, was seriously injured when he was leaving for work on Jan. 29.For an unknown reason, he got out of his car without it being placed in "park" and became pinned between his vehicle and his wife's vehicle, the county Medical Examiner said. He was taken to a nearby hospital to be treated for an anoxic brain injury before he was pronounced dead on Feb. 12.According to a statement from Grossmont Union High School District, Berray worked at the district office as a digital learning coach. He most recently served as the district's math curriculum specialist where his passion for math led to innovations being used district wide.By all accounts, Berray was not only an exceptional educator but a husband, father, and friend. His career started in 1995 at West Hills High. He was selected by his students as the Golden Apple Award winner in 2000 and once again in 2008. His peers named him the West Hill High School teacher of the year in 2014. He went on to be named one of five 2014-15 San Diego County Teachers of the Year. After his passing, social media was filled with people living their thoughts and memories of Berray and his impact.Students, colleagues, and family will honor Berray with a memorial planned on March 14, Pi Day, at Journey Community Church in La Mesa. Those wishing to attend are asked to wear blue, Berray's favorite color. 1558

SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County. At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless. The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility. But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. A lot of loitering, crowds, so we're not informed on what this will look like," said Josh.He said if the purchase gets approved, he wants there to be strict guidelines for tenants."People who are elderly, have kids, or demonstrated work history. A qualified facility where you have to meet standards to come in,” Josh told ABC 10News.The City Council is slated to discuss the proposal and release a decision on Tuesday.Meanwhile, city leaders and the SDHC said security will be ramped up around the new apartments, with two live-in managers on site and residents will be the only ones allowed inside. If the project is approved, the transformation could happen as early as December 2020. 2140
