BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.　 Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

BEIJING, Feb. 21 (Xinhua) -- The total length of China's rural roads had reached 3.3 million kilometers by the end of 2009, connecting 99.4 percent of towns and villages, a transportation official said here Sunday.Some 381,000 kilometers of roads were built in China in the past year, far exceeding the annual target of 300,000 kilometers, China's Vice Minister for Transport, Feng Zhenglin, said at a conference.By the end of 2009, residents at 35,000 towns and 553,000 villages in China's rural areas were able to take buses to travel, representing 98 percent and 87.8 percent of China's towns and villages, respectively, according to Feng.Li Shenglin, Minister of Transport, vowed at the conference to boost rural passenger transportation.Feng also vowed to improve the highway network that connects towns and villages this year and in the country's 12th Five Year Plan which starts in 2011.

BEIJING, Jan. 16 (Xinhua) -- Chinese Premier Wen Jiabao Saturday stressed food and heating supply as cold snap has driven up vegetable prices and strained coal and gas supplies in north China.     Wen urged local government to pay attention to the produce, transport and storage of vegetables when visiting a produce wholesale market in the suburbs of Beijing.     "Only when food supply is enough and the prices are stable, will people feel at ease," said Wen. BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. It requires "both rural and urban areas adopt the same ratio of deputies to the represented population in elections of people's congress deputies."Wang Zhaoguo, vice chairman of the NPC Standing Committee, said the law provides legal guarantees for elections of deputies to people's congresses, the country's fundamental political system, as well as citizens' right to vote and the right to stand for election.The Third Session of the 11th National People's Congress holds its closing meeting at the Great Hall of the People in Beijing, China, March 14, 2010.After the last amendment in 1995, the law stipulated that each rural deputy represented a population four times that of an urban deputy. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law
