SAN DIEGO (KGTV) — Every December, for just two nights, Balboa Park twinkles with thousands of lights and just as many visitors to celebrate the holidays.December Nights will cover the park in holiday cheer on Dec. 6, 3 p.m. to 11 p.m., and Dec. 7, 12 p.m. to 11 p.m. The park will be filled with light displays, bands and performances, attractions, shopping, and delicious foods from the park's International Cottages to Spanish Village.The massive celebration is ranked the fifth best holiday festival in the U.S. by USA Today readers and is the largest free event in San Diego, attracting about 360,000 visitors.RELATED: San Diego holiday tree lightings to catch this seasonAnother big draw to the celebration: participating museums offer free admission from 5 p.m. to 9 p.m. each day. SAN DIEGO (KGTV) — Efforts to streamline the construction of a massive transportation hub in the Midway District and update the Navy's Old Town campus have been approved by the state.Gov. Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. Atkins (D-San Diego), will allow SANDAG to use the Navy's environmental document as the basis of its California Environmental Quality Act document and requires most legal actions over the project to be resolved in 270 days.RELATED: Mayor Faulconer, Acting Navy Sec. agree to make NAVWAR facility a transit hubThe bill will also require the transit hub to meet high environmental benchmarks, such as LEED Gold certification, reducing vehicle miles by 25%, and be greenhouse gas neutral in exchange for the streamlined environmental process."This bill represents a unique opportunity to protect the existing 5,000 Navy jobs from relocation, create a 21st-century transportation system in San Diego, and provide desperately needed economic stimulus to our local economy in the wake of COVID-19," said Gloria. SAN DIEGO (KGTV) - Firefighting cameras are blanketing California, shattering its goal of installing 650 cameras across California by 2022, thanks to the efforts of a UC San Diego professor and his team.The camera system, called ALERTWildfire, came from a need to confirm the ignition of a fire, and coordinate assets to be the most efficient and safe for the community.Geology Professor Neal Driscoll at UC San Diego is the Co-Director of ALERTWildfire and said just a couple of years ago it was a slow process confirming a fire sparked in the county."We’d have to send an engine to a mountaintop or launch an aircraft to verify ignition," Driscoll said.That wasted valuable time. ALERTWildfire allows fire command centers to find and assess a blaze with a few clicks on a computer.Cal Fire Captain Thomas Shoots said they look for key information from the cameras, "really just trying to hone in on where this fire is, what its potential is and who might need to be evacuated."The system launched in 2017 and now San Diego has 35 cameras across the county.The cameras pan, tilt and zoom on command and have a time-lapse function."The technology isn’t just good situational awareness, it’s also using that data and that information in real-time to evacuate people and save some more lives," Shoots said.Driscoll said they are continuing to grow the program, "locally I think we’ll cap out at 45-50."Shoots said they're working to grow to more than 1,000 cameras across the state by 2022 and Driscoll hopes to expand to other states like Colorado and Idaho.Driscoll advises the public to get familiar with the website, so in case of an emergency, you can be aware of your surroundings and evacuate safely.Driscoll also advised the public to RAP: Reduce risk, Activate your alerts, and Practice your plan. SAN DIEGO (KGTV) — Humpback whales aren't the only aquatic life giving locals a show off the coast of San Diego.Dolphins can be seen fairly regularly, but it's not everyday you see a pod tallying in the thousands. The term "mega" gets thrown around quite a bit to describe scale, but in this case, it truly fits.Video captured Sunday shows a "megapod" of thousands of "common dolphins" off San Diego's coast, estimated to be of about 2,500 dolphins.RELATED: Humpback whale feeding frenzy off San Diego's coastDomenic Biagini, a photographer for San Diego Whale Watch, said pods of 25 to 200 dolphins are common. But a megapod, or "superpod," refers to pods eclipsing 1,000 dolphins and may be seen once every other month."Every now and then, we'll see multiple pods come together," Biagini said. SAN DIEGO (KGTV) - Hundreds of people lost power in Liberty Station and Point Loma Friday as a result of what San Diego Gas and Electric identified as an electrical problem.A witness reported an underground explosion and smoke coming from a manhole cover about 2 p.m. at 2230 Truxtun Road at Womble Road. The location is near the Trader Joe’s and Rock Church.1,200 customers lost power about the same time as the manhole report. SDG&E said the problem was electrical but did not provide details. SDG&E restored power about 4 p.m.Students at nearby High Tech High School exited the building away from the emergency location as a precaution.The power outages led some nearby businesses to close. 10News talked with a customer of The Lot movie theater who said the power shut down during a screening of the new Avengers movie.
