(KGTV) — MiraCosta College fell victim this week to vandalism from a white supremacy group.In a letter to students, university President Sunita Cooke said the incident occurred Wednesday involving vandalism by a white supremacy group.The letter didn't elaborate on what was exactly done on campus, only that the vandalism violated the college's "values of inclusion and serve to incite fear within our campus community."RELATED: CSU San Marcos police take down white nationalist posters"The district strongly opposes racist acts. To be clear – any doctrine that elevates one group above another has no place at this college. MiraCosta College does not condone any language or actions that promote racism, religious discrimination, anti-Semitism, homophobia, violence, bigotry, and other forms of hate," Cooke wrote.Cooke did not say what specific group was responsible for vandalizing campus.Campus police are investigating the vandalism and said they will monitor the campus for any more similar incidents.RELATED: White supremacist propaganda increasing on college campuses, according to new dataThe vandalism comes a week after several white supremacist posters were placed around campus at California State University, San Marcos.University police also removed those posters because they violated the university's posting policy.According to CSUSM, the group responsible for the posters, Identity Evropa, is the same group that put posters up at San Diego State University in February. CSUSM also said it believes the timing of the posters was connected to the Pittsburgh synagogue shooting. 1651

Officer Aja Ellis has patrolled the streets of Illinois for nine years. From Chicago to the suburbs, she decided to settle in a community called Harvey, just south of the city.With every call, she has one mission. "There’s not a lot of trust," said Officer Ellis. "My goal was to try to change the perception."It’s a challenge across the country, but in the city of Harvey, especially, trust between an officer and the community they serve is hard to build."A couple years ago, the department was raided by the FBI. The department was raided by the state police. There’s a history here that we can’t ignore, and we want to show them we aren’t the same old Harvey," said Police Chief Robert M. Collins, Jr. of the City of Harvey Police Department.With the department’s new direction, comes new technology. It's an effort, "to weed the bad ones out so that we’re able to have a police department full of officers that are here willing to come to work for the citizens," said Officer Ellis.The department now has an early-intervention system for officer behavior run by Chicago company Benchmark Analytics. "We’re going to be able to help police departments understand that pattern of behavior and intervene long before you have very problematic incidents," said the company's CEO Ron Huberman, a former officer himself.The program collects all kinds of data on officers. It tracks things like arrests, traffic stops, citizen complaints and training. It also goes beyond those data points; the app also tracks officer overtime, vacation time, officer awards and positive comments, and promotions, in an effort to not only flag the negative, but to track potential for recognition as well.Once this information is compiled, it flags officers who may be at-risk for more serious misconduct in the future."This system will identify if this officer needs to be re-trained, if there needs to be discipline, and unfortunately if that officer needs to be terminated," said Chief Collins.Officer Ellis sees this intervention not only as a chance to change the culture for police, she believes it will help in the community too. "Sometimes, you may get that coworker that you don’t want to work with because maybe their attitude or maybe how they handle things, and you’ll get to a scene and they just blow it up, and I think to look at it from that aspect, it gives us better coworkers," Officer Ellis said.She is hoping community trust will be the biggest gain. "Once they see one bad officer, it's war from there. But if they’re seeing that something’s being done about this bad officer they’ve been complaining about, they’ll say, 'Maybe we can trust them a little bit more,'" said Officer Ellis.The Harvey Police Department has only had the technology for a couple of months, so they have not collected enough data yet to see how their officers are doing. But a police department in North Carolina created their own similar early intervention system several years ago, and the chief there said it's been a big help for officer morale and mental health."A lot of times, they may be going through something others don’t see, but through our early intervention system, we might identify characteristics that allow them to open up to speak about things that are bothering them or they’re going through," said Johnny Jennings, chief of the Charlotte-Mecklenberg Police Department.But experts warn, with all the improvements technology like this can bring, comes limitations."The supervisors—they have to be inclined to use the information because they can ignore it on the system just like if it’s sitting in the drawer," said John Rappaport, a University of Chicago professor of law. "It relies on the people to use the technology correctly and honestly and to want to move the department in the right direction."For Officer Ellis, she knows in the end, it will take more than just the data to reform a department."I think it’s going to take a good while, but I'm willing to stand in the fight to see the change," she said. Real change that may come more quickly with a little help."If that technology helps out in a positive way, we have a duty to use that to make ourselves better to better serve the community," said Chief Collins. 4232

(KGTV) — San Diego's Board of Supervisors voted to enter into an agreement with Tri-City Healthcare District to build a new psychiatric health facility in Oceanside.The county will contribute .4 million to build a 16-bed facility on a piece of vacant land at Tri-City Medical Center in Oceanside. Tri-City will operate the facility, but the county will lease the property, build the facility, and sublease the building to Tri-City.Tri-City Healthcare District closed its Behavioral Health Unit in 2018 over changes in federal regulations. Regulations required the hospital to remove all "ligature" risks from rooms, or features of rooms that patients could use to hand themselves. The hospital's "drop" ceilings also did not meet regulations. Replacing the ceilings alone would cost million.The hospital's behavioral health unit provides adult inpatient psychiatric services. The departure of those services have made filling emergency behavioral needs in North County increasingly challenging. Patients had to instead be taken to Palomar Hospital in Escondido or San Diego County Mental Health off of Rosecrans Street.Not only did it make emergency situations a longer drive for patients, but officers would be removed from their jurisdictions for 5 to 6 hours.“Getting Tri-City Health into the behavioral health business has been a top priority,” said Supervisor Jim Desmond, whose district includes the hospital. “The biggest winners are the residents of San Diego County, residents and families who count on and rely on the needed behavioral health services.”The facility could take up to three years to open. 1645

  

OCEANSIDE, Calif. (KGTV) - A fire broke out Tuesday morning at Fire Station 3 in Oceanside when no first responders were inside to put it out. The flames broke out in a rear dorm room on the second floor adjacent to a furnace in the wall, said Oceanside Fire Department Battalion Chief Scott Stein. People driving by saw the fire at 3101 Oceanside Blvd. and reported it, said Stein. Twenty-seven firefighters from Carlsbad and other stations in Oceanside responded to the scene to put out the fire. The five Oceanside firefighters who were on duty with Station 3 were not available at the time the flames broke out. The second floor of the station was damaged by smoke and flames, Stein said. The first floor had minimal damage. “This is really a hit to the city because it’s centrally located,” Stein said. Although Stein did not have an estimate on when repairs would be completed, he said Fire Station 3 firefighters would be displaced at least a month. “We’re relocating them to other fire stations throughout the city,” said Stein. The investigation into the cause of the fire is being handled by the Vista Fire Department. 1136

(KGTV) -- North County residents are frustrated over a rise in the number of homeless people in their community and Oceanside’s police department is reaching out.A team is working to get homeless people help. The team works to build trust among their homeless clients in hopes the trust will lead to them accepting help.Their client Joel relapsed after nine months. He wants help but can’t get a prescription after losing his ID. They help the most vulnerable, those with serious mental illness and other substance abuse issues with barriers to getting care.RELATED: Spring Valley residents upset over homeless population at popular parkThe HOT team gets help from Interfaith Social Worker Curtis Torres, who goes out with officers every day. Thanks to recent city funding, a second social worker was hired to the team.A separate team works to tackle homeless encampments in the riverbed.
