SAN DIEGO (KGTV) -- The California Department of Corrections and Rehabilitation are looking for two women they say walked away from the Custody to Community Transitional Reentry Program.The department says, while conducting a room search Thursday, staff discovered a cell phone in a room shared by Karen Flores, 26, and Gisselle Rivas, 20.A short while later, it was discovered that both women removed their ankle monitors and walked away from the facility.Flores is a Hispanic female, 5 feet, 1 inch tall, weighing 168 pounds with brown hair and brown eyes. Authorities say she was serving more than two years at the facility for second-degree burglary and grand theft.Rivas is a Hispanic female, 5 feet, 1 inch tall, weighing 148 pounds with brown hair and brown eyes. SAN DIEGO (KGTV) -- The County of San Diego has spent nearly million to support migrants after the federal government ended the Safe Release Program, according to county officials.Flights carrying between 120 to 135 people are now flying from Texas to San Diego to relieve the processing backlog in the Rio Grande Valley sector in Texas. That sector is 200 percent over capacity, according to acting San Diego Border Patrol Chief Doug Harrison. So far, 10News has confirmed at least two flights have arrived in San Diego. It is not clear how many migrants, if any, will ultimately need county support. This latest round of migrants from Texas are first processed through Border Patrol before Immigration and Customs Enforcement takes over the processing. ICE told Team 10 custody is determined on a "case-by-case basis."Organizations like the San Diego County Rapid Response Network along with the County have stepped in since the end of the Safe Release Program. The program provided asylum seekers resources like transportation until their scheduled immigration court appearance. SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) - The family of a man who was hit and killed by an Amtrak train Tuesday night is grieving and hoping he doesn't die in vain.Wentian He, 79, was walking across the train tracks toward the bus stop when he was hit and killed by an Amtrak train, according to his daughter Lilian Zheng. Zheng said her parents were on their way home from shopping.Wednesday, her mother was sobbing, saying she didn't want to live by herself.Zheng said her parents were married 54 years and she saw her dad as a healthy man, young and strong."He really enjoy[ed] learning the streets, the culture, how to behave in this foreign country. He worked really really hard," she said he was part of the Communist Army in China and it took him a while to get 'un-brainwashed'.Her parents emigrated to the U.S. in 2007 and she says they've been enjoying retirement, "They always together go out, they like to go to the senior center, because they can meet new people, they go to the flea market, or small shops so they can find unique stuff."Those trips, now cherished memories.Zheng hopes change can be made at the Washington Street station to protect people like her father. "The two tracks are so close they can cross, there is no [barrier] when Amtrak came, there should be a second gate," suggesting another barrier between the two sets of tracks."I feel life is so fragile, you know he's such a strong father and we've been depending on him," Zheng said tearfully, now they're leaning on each other.Zheng has a sister and niece in China. She hopes to bring her sister to the U.S., so they may fulfill her father's wish to show her the U.S., and bring his remains home to China. 1677

SAN DIEGO (KGTV) - The city is running behind on a project to restore an iconic bridge that borders Hillcrest and North Park.Now, people in the area are growing frustrated at the construction on the Georgia St. bridge that's causing traffic delays and drivers to use surrounding neighborhoods as shortcuts."Traffic is very very bad because of te bridge, and I have to go around to buy stuff for my shop, and it's taking me longer to get where I want to go," said Milan Misic, who lives in the area and owns the Balboa Perk coffee and antique shop. The city is restoring the 103-year-old bridge so it can withstand an earthquake. The city broke ground on the million project in July 2016, saying it would take a year. But now it won't be finished until next spring.A city spokesman says the delays are because of weather, and unanticipated cobbles and deposits crews discovered in the bridge walls, making drilling more difficult.He added that there is no threat to public safety and it will not raise the cost.You can track the project on the city's website.   1092
