CHONGQING, July 19 (Xinhua) -- Rain-triggered landslides in southwest China Monday blocked a river, creating a barrier lake in Chongqing Municipality and forcing the evacuation of more than 12,000 people, flood control authorities said.The landslide blocked the Luojiang River in Chengkou County early Monday, creating a dam holding 15 to 20 million cubic meters of water, said Xing Hua, a Chengkou Water Resources Bureau spokesman.As of 5 a.m. Monday, the barrier lake was five-square-kilometers in area and 18-meters deep, said Xing.Photo taken on July 19, 2010 shows the Ciqikou Town surrounded by flood water of the Jialingjiang River, southwest China's Chongqing Municipality. BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). ' The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the keynote plan, after Wu Bangguo, chairman of the NPC Standing Committee, called for the research at the annual legislative session in March.Lawmakers discussed the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the region's chief executive and forming the Legislative Council in 2012.They also heard a report by the State Council on a proposal for the NPC to ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.

BEIJING, Aug. 12 (Xinhua) -- China's Ministry of Education said Thursday every primary and middle school student in mudslide-hit Zhouqu County will have new textbooks when the new school semester starts."We have asked publishing houses to rush to print and prepare textbooks for Zhouqu. All of them promised to have them ready by the start of the new semester," ministry spokeswoman Xu Mei said Thursday.Schools in Zhouqu in northwest China's Gansu Province are scheduled to begin the autumn semester on Aug. 16.Some 334,075 volumes of textbooks and support material for Zhouqu's primary and middle school students were kept in a storehouse belonging to the local Xinhua Bookstore that was destroyed by the massive mudslides.Primary and middle schools in Zhouqu need 180,000 textbooks for the new semester, the Ministry of Education said.Xu said the publishing houses will send the textbooks to the provincial Xinhua Bookstore in Gansu before Aug. 14.The ministry also vowed to ensure the supply of textbooks to other areas severely hit by natural disasters, including flood-hit Jilin Province in northeastern China.In addition, Xu Mei said poor students from disaster-hit areas entering college will receive preferential treatment in enrolment and in application for loans.The ministry has asked colleges to investigate the financial situation of freshmen from the disaster-hit areas.The death toll due to the massive mudslides in Zhouqu in the early hours of Sunday had, as of Wednesday, risen to 1,117, with 627 still missing.

BEIJING, July 11 (Xinhua) -- A Chinese government official said Sunday China had approved renewing the operation license of Beijing Guxiang Information Technology Co. Ltd., operator of Google's China website.The official with the Ministry of Industry and Information Technology (MIIT), who spoke anonymously, told Xinhua that the result of its annual checkup on Google was "Approved after Rectification."Guxiang submitted an application letter to the MIIT on June 29 to renew Google's Internet Content Provider (ICP) license, a permit to run websites in China.In the application letter, Guxiang pledged to "abide by Chinese law," and "ensure the company provides no law-breaking content as stipulated in the 57th statement in China's regulations concerning telecommunications."The statement says that any organization or individual is prohibited from using the Internet to spread any content that attempts to subvert state power, undermine national security, infringe on national reputation and interests, or that incites ethnic hatred and secession, transmits pornography or violence.Guxiang also accepted that all content it provides is subject to supervision of government regulators, said the official.
