SAN DIEGO (KGTV) - Victims in a vehicle vandalism spree in Lakeside are hopeful for a break in the case, after the teen vandals apparently recorded and shared their exploits.From a broken side mirror and a cracked sunroof to the green-colored graffiti, Stephanie Starkey's Tuesday night discovery was painful."I cried. It hurt. I love my car," said Starkey.Starkey says she had taken 2011 Hyundai Sonata into a mechanic, who parked it on Woodside Avenue. Along that street, at least three other vehicles were spray-painted and one car was keyed. Some of that vandalism played out on cellphone video. Deputies say they're looking over an 8-second video, which has been shared on Instagram, showing a teen smashing Starkey's car several times with a skateboard. In the video, several voices can be heard laughing. "Can't even describe the feeling of emptiness. A hurt, broken feeling. I'm getting ready for a new job. Now I have no way to get to work ... SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. SAN DIEGO (KGTV) — Wherever a Topgolf is built in San Diego, it's bound to tee-up some criticism.But as it stands, a potential East Harbor Island location facing golfers toward the downtown skyline may not end up being an option.The Board of Port Commissioners decided to delay a decision earlier this month on entering an exclusive negotiation agreement with Topgolf.RELATED: Gaslamp Quarter thoroughfare may become a promenadeThe Port directed staff to begin mapping out an agreement with Topgolf late last year. East Harbor Island was floated as a potential location at the time. But an agreed upon location must be chosen first before the negotiation starts.During the Feb. 11 meeting, commissioners were presented a study on developing the Harbor Island site and how Topgolf could work into that plan. Three diagrams showed the site's possibilities, with or without Topgolf:A "phase one" diagram included a potential Topgolf plus a 400-space parking lot and 500-room hotel and parking structure on the east side of the island. The "phase two" rendering kept Topgolf and the east-end hotel, but added a hotel development to the facility's west side that could have a shared parking structure with Topgolf.The final diagram depicted three hotel developments on the East Harbor Island land, without Topgolf. All the diagrams were meant to be illustrative of potential ideas of the site, not an official plan. SAN DIEGO (KGTV) -- Two people were killed Tuesday night in two separate crashes on state Route 54 in the Paradise Hills area.At around 9:30 p.m., the California Highway Patrol said a male driver lost control of his pickup truck and overturned off westbound SR-54 near Reo Drive.According to the CHP, the driver and his three female passengers was ejected. The driver was then run over by a passing vehicle, the CHP said.The driver, who was not identified, was declared dead at the scene. The three women were taken to the hospital with injuries of unknown severity.About an hour after the deadly rollover, CHP officials said a Honda CRV slammed into the back of a Chevrolet Silverado pickup truck that was stopped in the backup traffic on westbound SR-54 caused by the initial wreck.ABC 10News learned a passenger in the CRV died in the crash, but the driver left the scene and has not been located.The Silverado's female driver was taken to the hospital for treatment of major injuries.Both crashes are under investigation; the CHP said "alcohol/and or drugs are suspected factors" in the second collision. 1116
