RICHMOND, Va. — Virginia has removed from its iconic state capitol the busts and a statue honoring Confederate generals and officials. That includes a bronze statue of Gen. Robert E. Lee positioned in the same spot where he stood to assume command of the state’s armed forces in the Civil War nearly 160 years ago.Virginia House Speaker Eileen Filler-Corn quietly ordered the Lee statue and busts of generals J.E.B. Stuart, Stonewall Jackson, Confederate President Jefferson Davis, and others removed from the historic Old House Chamber.A crew worked through the night Thursday to have them out of the Capitol by Friday morning. The other Confederate statues removed included:Joseph E. SACRAMENTO, Calif. (AP) — The number of reported hate crimes and victims decreased last year in California, although the number of suspects increased, the state's attorney general reported Tuesday.Hate crime events fell 2.5% from 2017, down by about two-dozen reports to 1,066 in 2018, according to the annual report. That follows a 17% jump the prior year. The state defines hate crimes as those targeting victims because of their race or ethnicity, nationality, religion, sexual orientation, gender or a disability. The definitions have been expanded at various times in recent years. Each hate crime event can include more than one related offense against more than one victim by more than one offender. The report notes that hate crimes remain relatively rare in a state of nearly 40 million people. Overall, they have dropped about 3% in the last decade. There were 80 more suspects identified last year than the year before. The report comes a year after Attorney General Xavier Becerra provided more guidance for local law enforcement and created a hate crimes prevention webpage and brochure on identifying and reporting hate crimes. The increased outreach came after a critical state audit largely blamed the department for not requiring that local agencies do a better job in collecting data, resulting in undercounts.Anti-Islamic events dropped from 46 in 2017 to 28 last year, the new report says. But those targeting Jews increased from 104 to 126 last year.Earlier this year, authorities said a 19-year-old gunman told investigators he was motivated by hatred for Judaism when he killed one woman and wounded two others, including a rabbi, at the Chabad of Poway synagogue near San Diego. That shooting in April will be reflected in next year's report. There were no hate-related murders reported in 2018, but one rape, 39 robberies and nearly 800 reports of assaults and intimidation. Yet violent and property offenses related to hate crimes both dipped, with 838 violent and 426 property crimes reported last year. That was down from 860 violent and 451 property crimes a year earlier.Hate crimes based on race or sexual orientation both fell overall. But crimes against Latinos were up from 126 in 2017 to 149 last year, while those against blacks dropped from 302 to 276.There were 238 reports of hate crimes based on sexual orientation, down eight from the prior year.Federal authorities have estimated that more than half of all hate crimes aren't reported to police across the United States. The Associated Press found three years ago that more than 2,700 city police and county sheriff's departments nationwide had not reported any hate crimes for the FBI's annual crime tally during the previous six years, or about 17% of all city and county law enforcement agencies. 2792

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom has launched a statewide tour to promote his health care proposals, which include requiring everyone to purchase health insurance and offering subsidies to families of four with incomes as high as 0,000 a year.Newsom's proposals would make California the first state in the country to help people who earn up to 600% of the federal poverty level. People could get about 0 a month to help pay their health insurance premiums. The Democratic governor wants to pay for it by making it a law that everyone has to buy health insurance or pay a penalty. The state would use the penalty money to offer the new subsidies.Newsom discussed the proposal with small business owners in Sacramento on Tuesday. 763

SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom is expected to quarantine for 10 days after one of his staffers tested positive for COVID-19. A spokesperson for the governor's office stated the staffer tested positive Sunday afternoon. Newsom was tested after those results and his test came back negative. The statement says the governor's 10-day quarantine is out of “an abundance of caution.” Another person in the governor's office tested positive in October, and the governor tested negative back then. Last month, members of Newsom's family were exposed to someone who tested positive for the virus. Newsom, his wife and four children tested negative at that time. 685

SACRAMENTO  (KGTV) – Sexually transmitted diseases hit a record high in California in 2017, according to the California Department of Public Health.More than 300,000 cases of chlamydia, gonorrhea, and early syphilis were reported last year. The figure is 45 percent higher than five years ago.Health officials are particularly concerned by the hike because 30 women had stillbirths due to congenital syphilis, the highest number since 1995.STDs can cause serious health problems if untreated. Syphilis can cause permanent loss of hearing, vision, and neurological issues. Chlamydia and gonorrhea can lead to pelvic inflammatory disease and infertility, ectopic pregnancy, and chronic pelvic pain."STDs are preventable by consistently using condoms, and many STDs can be cured with antibiotics," said CDPH Director and State Public Health Officer Dr. Karen Smith. "Regular testing and treatment are very important for people who are sexually active, even for people who have no symptoms. Most people infected with an STD do not know it."Chlamydia and gonorrhea rates are highest among people under age 30, health officials said. Rates of chlamydia are highest among young women, and males account for the majority of syphilis and gonorrhea cases.  1269
