He appeared in court Wednesday where a judge ordered him to be placed in a mental health facility until he is competent to stand trial. He's expected to be moved this afternoon. Prosecutor Roger Moore said this hearing was to determine Reinking’s current state of mind – not his mental state during the shooting. Psychologist Rena Isen spoke with Reinking prior to the hearing and testified that he's not competent to stand trial, saying he's shown signs of schizophrenia.  782

MILWAUKEE, Wisc. — Pfizer’s coronavirus vaccine is already being widely distributed across the country for healthcare workers, but a Milwaukee attorney warns the general public should know there is very little recourse if they have a bad reaction to any COVID-19 vaccine.Tens of thousands of people took part in several coronavirus vaccine trials. Some reported minor and temporary side effects such as headaches and fatigue and there were no signs of long-term health effects.Given that the trials were completed less than a month ago, vaccine liability attorney Jerry Konkel believes people should be aware that their legal rights are limited if the vaccine somehow harms them.“One thing I would say is to have a high level of suspicion,” Konkel said.Konkel said the federal government has shielded coronavirus vaccine manufacturers from personal liability lawsuits. Instead, there’s a federal fund for those who can prove their injuries were caused by the vaccine less than one year after receiving it.“They only pay non-covered medical expenses and lost wages as a general rule so it’s a big difference from the general vaccine compensation program which will pay for uncovered medical expenses, lost wages, future medical expenses, pain suffering, and disability,” Konkel said.Dr. Ryan Westergaard is Wisconsin’s chief medical officer of communicable diseases. He’s trying to convince those who are skeptical of the vaccine that it is the quickest way to return to normalcy.“The process that this vaccine was used to be developed was transparent and worthy of trust,” he said.Dr. Westergaard said there are two ways to understand the safety of vaccines, clinical trials followed by post-use surveillance. Those who administer vaccines are required to report any issues patients to encounter.“There haven’t been any long term negative consequences although it is early,” Dr. Westergaard said.Another way the Centers for Disease Control and Prevention plans to get data about vaccine side effects is through a smartphone application called ‘V-safe’. NATIONAL CITY, Calif. (KGTV) -- Police are looking for a man who broke into a National City supermarket early Monday morning and took off with jewelry.At around 2 a.m., a witness called police to report a man breaking the front door glass of the Vallarta store on 901 Euclid Ave.Employees inside the store told officers that a man smashed his way inside, broke a jewelry kiosk and grabbed several items. The man then escaped out of the broken door.Officers spotted some jewelry lying on the ground, but they could not track down the thief. 547

  

More than three weeks after the Parkland, Florida, school shooting, the White House is expected to unveil some proposals on guns and school safety."The President and White House are going to be laying out more specifics -- it's going to be a series of proposals," White House principal deputy press secretary Raj Shah said on ABC's "This Week."Shah said the proposals will be legislative and administrative and also will include recommendations for states. The White House will also be forming a task force to study the issue, Shah said.Shah avoided answering whether the White House will call for universal background checks, which President Donald Trump has said he would support, and instead spoke about improving the current background check system. The White House backs the "Fix NICS" bill introduced by Sen. John Cornyn, a Texas Republican, and Sen. Chris Murphy, a Connecticut Democrat, which intends to improve the information?going into the National Instant Criminal Background Check System.The White House will also support raising the age for buying some firearms."The President has been clear that he does support raising the age to 21 for purchasing certain firearms," Shah said.The White House is expected to ask states to consider raising the age to buy certain firearms and to recommend that states allow school staff to carry concealed weapons, The Wall Street Journal reported Saturday, citing White House officials who have been briefed on the proposal.The White House also is expected to voice support for legislation that would authorize million a year on school safety provisions, including training for teachers and students on ways to prevent violence.Shah, who would not confirm the Journal's reporting ahead of Sunday night's announcement, did tell ABC that there will be a proposal to harden schools.The administration is already moving ahead with a proposal to ban bump fire stocks, devices that allow semiautomatic weapons to fire at a more rapid rate, as Attorney General Jeff Sessions has vowed to do. The Justice Department has submitted a proposed regulation to the Office of Management and Budget for review to prohibit their sale by classifying them as machine guns under federal law. 2257
