BEIJING, Dec. 17 (Xinhua) -- Senior Party leader Zhou Yongkang Wednesday asked all law enforcement organs to maintain social stability through careful work at the grassroots level.     It will be an important task for all law enforcement organs to create a peaceful social environment next year to welcome the 60thanniversary of the founding of the People's Republic of China, said Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a conference of law enforcement officials nationwide.     Law enforcement organs should try their best to find out and properly solve the problems at the grassroots level so as to prevent mass incidents from happening, he said.     He also asked them to prevent and crack down upon serious crimes that threatened people's life and property.     Law enforcement organs should also contribute to the country's economic work through effective implementation of laws, he said.     They were asked to effectively handle cases of violation of economic laws and work to maintain the market order.     Next year the country will push forwards the reform on its judicial system, such as to improve supervision on law enforcement organs, Zhou said. He vowed to fight corruption in law enforcement organs.

BEIJING, Nov. 26 (Xinhua) -- China's State Council, or the Cabinet, said on Wednesday that more efforts would be made to encourage enterprises to upgrade technology and engage in independent innovation.     It also said there would be policies to promote merger and acquisition among enterprises.     The policies were clinched at an executive meeting of the State Council, presided over by Premier Wen Jiabao. The meeting was held to discuss measures to address difficulties faced by enterprises and promote economic growth and deliberate plans to reform finished oil pricing mechanism and fuel taxes and fees.     According to the meeting, plans would be drawn up to help some key industries, including steel, auto, ship manufacturing, petrochemical, light industry, textile, nonferrous metals, equipment manufacturing and information technology.     The meeting urged banks to increase credit supply to help small and medium enterprises overcome difficulties.     To offset adverse global economic conditions, the State Council on Nov. 9 has announced a 4 trillion yuan (585.7 billion U.S. dollars) stimulus package to boost domestic demand. This will be combined with other boosting measures, such as loosening credit conditions and cutting taxes.     The huge amount of money will be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transportation, the environment, technological innovation and rebuilding after several disasters, most notably the May 12 earthquake.     The State Council also discussed the reform plans of finished oil pricing mechanism and fuel tax and fees at the meeting. It decided to make public the two draft reform plans to solicit public advice.     According to the National Development and Reform Commission, the government has been studying a fuel tax to replace the current road tolls imposed upon vehicles.     The long-awaited fuel tax and fee reform was first proposed in 1994.     The State Council meeting also reached decisions to increase the storage of key materials and resources, accelerate development of the service industry and enhance measures to promote employment and social security.     More education and job training would be provided among the government's efforts to increase employment. This education and training should also cover the lay-off workers and rural laborers who returned from cities because of unemployment, according to the meeting.

CHENGDU, Jan. 26 (Xinhua) -- Premier Wen Jiabao extended Lunar New Year greetings on behalf of the government and joined holiday festivities in quake-hit Sichuan Province in southwest China over the weekend.     Wen visited villagers, students, medical workers and police in Beichuan, Deyang and Wenchuan, which were among the worst-hit areas in the 8.0-magnitude quake that struck on May 12.     It was Wen's seventh visit to the province since the quake, which was centered in Wenchuan County. The earthquake left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.     Wen started with a visit to Wang Chengyi's home on Saturday afternoon. Wang, a middle-aged villager of Qiang nationality, lives in a newly-built Qiang village in Beichuan County. BEIJING, Oct. 19 (Xinhua) -- China will adopt a flexible and prudent macro-control policy to keep a stable and rapid economic development in the current fourth quarter, according to the State Council here on Sunday.     Related financial, credit and foreign trade measures will be carried out in the near future in response to the slowing trend of the country's economic growth and the continuous fluctuation in the domestic capital market amid the ongoing global financial crisis, according to a State Council meeting presided over by Premier Wen Jiabao on Sunday.     Agriculture continued to be a priority, with multiple support policies to come following the Communist Party of China Central Committee's decision to strengthen rural development this week.     To boost development of small- and medium-sized enterprises, the government planned to widen their investment channels by further encouraging financial institutions to give out more loans. Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. Regulations on dairy product quality and safety, which took effect earlier this month, would be further reinforced, according to the council decision.     While acknowledging the affect of the worldwide economic slowdown on the domestic economy, the Cabinet still expressed confidence for the nation to continue a healthy development.     "Our economy remains vigorous and has the capability to defend itself against international risks," Premier Wen Jiabao said at a State Council meeting on Friday.
