SAN DIEGO (CNS) - The California State University Board of Trustees announced the appointment Wednesday of Ellen Neufeldt as president of the San Marcos campus.Neufeldt will become the university's fourth president when she takes over in July. She is currently the vice president of student engagement and enrollment services at Old Dominion University in Virginia.CSU officials had searched for and interviewed candidates for the Cal State San Marcos presidency since November."Dr. Neufeldt has been a visionary leader who has demonstrated a commitment to student success throughout her career," said CSU Trustee and search committee chair Jean Picker Firstenberg. "She brings a wealth of experience, and will serve as an inspirational leader on the campus and in the community."Current CSUSM President Karen Haynes announced last September that she plans to retire in June. Haynes, will leave office as the longest-tenured president in the university's history, helped increase the school's population from 7,000 in 2004 to the current 17,000 and added 15 new buildings and more than 100 academic programs.Neufeldt has held her current role at Old Dominion since 2011, overseeing government relations and marketing and public relations in addition to student engagement and enrollment services. SAN DIEGO (CNS) - The San Diego County Board of Supervisors today unanimously approved spending million in federal pandemic-related funding to help child care providers, testing in schools and meals for senior citizens.The board directed million to child care providers, who have been struggling to stay afloat since March, in the form of grants.The county will also spend .8 million on senior food programs -- including an expanded Great Plates program that involves prepared meals delivered to the elderly -- while also supporting participating restaurants.The board voted to spend million to support the county Department of Public Health's testing, tracing and treatment strategy dedicated for kindergarten through 12th-grade schools.Last month, the board directed the county's chief administrative officer to make recommendations on how to spend the money.To implement the child care grants, CAO Helen Robbins-Meyer will negotiate agreements with The San Diego Foundation, the YMCA of San Diego County and Child Development Associates, Inc.Supervisor Jim Desmond said while he has been critical of Great Plates program, based on the costs per meal, he understands it helps restaurants while also helping shut-in seniors who may not have any social interaction otherwise.Desmond added that if there's money left over from the program or school testing, it should go towards area food banks.In related actions following an update on county COVID-19 prevention efforts, the board approved Desmond's motion for a waiver to the school- closures mandate.The board also approved a separate motion allowing county enforcement of businesses -- in terms of complying with reopening requirements -- based on Phase 2 mandates. 1741

SAN DIEGO (CNS) - San Diego City Attorney Mara Elliott announced today that the city will use a 5,850 grant to fund a team of specialized prosecutors to handle cases involving drug-impaired drivers.The City Attorney's Office will use the renewed Drug DUI Prosecution Grant to handle cases of both drug-impaired and drug/alcohol-impaired driving, from arrest through conviction and sentencing. The state Office of Traffic Safety administers the grant from the National Highway Traffic Safety Administration."Driving under the influence of drugs can have devastating effects on San Diego drivers and their families," Elliott said. "Our city continues to see DUI cases involving the misuse of prescription drugs, marijuana and illegal drugs, often in combination with alcohol. This grant allows our highly specialized prosecution team to work closely with law enforcement to hold accountable those who endanger our community."Specialized prosecutors working under the previous grant from Oct. 1, 2017, to Sept. 30 of this year filed 228 misdemeanor cases of drug-impaired and drug/alcohol-impaired driving while the City Attorney's Office filed a total of 3,110 impaired driving cases during that time. The office has received grant funding for drug DUI prosecutions since the fall of 2014.Officials warn that use of prescription drugs and/or marijuana, especially in conjunction with alcohol use, can lead to a DUI arrest and conviction. SAN DIEGO (CNS) - San Diego County health officials have reported a huge jump in COVID-19 cases -- a record 1,087 -- and no additional deaths, bringing the county's total to 64,768 cases, with the death toll remaining at 926.Sunday was the fifth-consecutive day that more than 600 new coronavirus cases were reported by the county.On Saturday, the county set a record of 736 new cases. On Wednesday, a record 661 cases were reported in the county -- surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Thursday."This is a stark reminder that COVID is real, is spreading and must be taken seriously," Supervisor Nathan Fletcher said Sunday. "At this point, we are pleading with the public to take action to slow the spread: Wear a mask, physically distance, and limit contact with those outside of your household."Dr. Wilma Wooten, the county's public health officer, added that in the weeks following Halloween, this record case jump is a warning sign people "need to follow public health guidance throughout the upcoming holiday season."The rapid rise in cases comes as state data has landed the county in the most restrictive tier of the state's COVID-19 reopening plan. The restrictions associated with the purple tier went into effect just after midnight Saturday.Many nonessential businesses are now required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries are able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers can remain open with 25% of the building's capacity. No food courts will be permitted.Schools are able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Offices are restricted to remote work.Remaining open are essential services, personal care services, barbershops, hair salons, outdoor playgrounds and recreational facilities.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.State officials reported Tuesday that San Diego County had an unadjusted new daily coronavirus case rate of 10.0 per 100,000. The adjusted case rate dropped to 8.9 per 100,000. Last week's unadjusted case rate was 8.7 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.Even as the number of cases climbs, the testing positivity rate for the region continues to decline. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.Of the 12,349 tests reported Sunday, 9% returned positive, increasing the 14-day rolling average of positive tests to 4.2%.Of the total number of cases in the county, 4,197 -- or 6.5% -- have required hospitalization and 958 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.The number of community outbreaks in the past week was 45 as of Saturday.The county launched a COVID-19 case rate map Thursday showing how cities and communities are being impacted by the novel coronavirus. SAN DIEGO (CNS) - Sheriff's deputies in East County arrested 36 people today in a warrant sweep, clearing 44 misdemeanor warrants and two felony warrants.The sweep included the cities and unincorporated areas of Lemon Grove, Spring Valley, Jamul, El Cajon, La Mesa and Rancho San Diego.The Sheriff's Department's Court Services Bureau-Field Division conducted the search and arrest of people with outstanding warrants regardless of the charge or bail amount.The department encouraged people who have outstanding warrants to turn themselves in between 8 a.m. and 5 p.m. Monday through Friday at any sheriff's court facilities. 633
