SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. Mike Levin (D-CA.) The bill would allocate 0 million a year for five years to the EPA’s Border Water Infrastructure Program (BWIP.) Money from that account could also be used to fund the project.The third potential funding vehicle would be an increase to the International Boundary and Water Commission budget. SAN DIEGO (CNS) - Voting in San Diego County Tuesday has been a relatively smooth experience, even with higher-than-normal turnout, a San Diego County spokesman said.Michael Workman, county communications director, said workers at the Registrar of Voters have been very busy. While official numbers were not available Tuesday afternoon, the county has received 430,000 mail-in ballots out of 1.2 million sent out, according to the Registrar of Voters.As of Monday, early voter turnout was "pretty robust," Workman said.RELATED: Election error: Voters left off roster at polling placeWorkman said polling places will probably be especially busy between 4:30 p.m. and 8 p.m., when they close.Between the various races and state propositions, "this is a very long ballot," Workman said. SAN DIEGO (KGTV) - A 105-year-old World War II veteran is set to receive his college diploma 83 years after graduating.Bill Vogt, who was one of the first students to set foot on San Diego State University's campus after it opened in 1931, will receive his diploma in commerce retro-dated to Feb. 1, 1935, on Thursday.Vogt graduated from SDSU mid-year in 1935 but never got a printed diploma. He is the last remaining SDSU student to have attended classes at the university's old campus in University Heights, according to the school.The special presentation comes after Vogt elected to become a lifetime member of SDSU Alumni in May, a special alumni program offered by the university. He's also believed to be the oldest person ever to become an Alumni lifetime member, the school added.The WWII veteran served in the US Navy, and also served in the Korea and Vietnam wars. He's spent several years working on the East Coast as well since his graduation. 984

SAN DIEGO (KGTV) --  A federal judge ordered that the Trump administration reinstate the Deferred Action for Childhood Arrival program, also known as DACA. The DACA program - which protects nearly 800,000 undocumented immigrants brought to the United States as children from being deported. While the decision has been made, it won't be an easy road for the people involved. The restart is delayed until August 23, to allow the government time to appeal Judge John Bates' decision.  For Dreamers like Ali Torabi, Friday's win is just the latest in the political tug of war.RELATED: San Diego Dreamers heading to the Capitol“I was preparing for, in the next four days, the complete opposite," Torabi said. He believed he might be deported. "I was actually working on my med school applications, and I was like, ‘I need to get my things together now.’”Torabi is a DACA student from Iran and a 22-year resident of San Diego.  He said Judge Bates' decision is huge for the undocumented immigrants protected by the program. But being in constant limbo can be emotionally draining. "Having this back and forth, where one day we don’t know if we’ll have any protection and were up to be potentially deported or detained, to telling us, well yea we’ll keep the protections...it’s difficult," he said. "I’m not going to lie to you, it’s emotionally difficult.”It isn't over yet. Judge Bates ruling could conflict with another decision on the program -  expected to be ruled on by a federal judge in Texas by as early as next week.The Texas Attorney General calls the program unconstitutional because it came from an executive order.“It invites future presidents to ignore the law, ignore the will of the people, and set their own policies on the second amendment, privacy rights, drug laws, or any other important issues debated in Congress," said Texas Attorney General Ken Paxton. Torabi said he has hope. But getting to the finish line, "It’s exhausting, it really takes a toll on your mental health, on your emotional health, and we’re just getting tired of it.”   2132
