(KGTV) -- With 35 days until the election, it appears California voters are in favor of eight state propositions that impact everything from property taxes to parole to rent control. Still, for most propositions, the support is not enough to feel comfortable. A new ABC-10News-Union-Tribune scientific poll shows eight propositions leading outside the poll's 5.4 percent margin of error. Still, pollster Survey USA says that could change because typically opposition to all ballot measures increase as election day gets closer. Then again, it says 2020 is not a typical election year. Thad Kousser, a political analyst at UC San Diego, said propositions that do not poll over 50 percent have an increased chance in ultimately failing, even if they are up."The more people learn about propositions and their details, the less there is to like about them," he said. "Sometimes a proposition has one part of it that people find attractive and then other details that they don't like, and as a campaign exposes those, as the No campaign makes that case, then support will drop off."The poll also shows Joe Biden defeating President Trump 59 percent to 32 percent in California. Interestingly, however, the poll says voters who plan to vote in person on election day choose Trump over Biden, 55 to 38. Here is the breakdown of the propositions as part of the poll, which surveyed 588 likely voters:Prop 15, which would reassess some commercial properties to raise property taxes for schools and local governments, exempting smaller businesses and farms, is passing 49 to 21, with the remainder undecided.Prop 16, which would eliminate the ban on consideration of race, sex, color, ethnicity or national origin in public education, public employment and public contracting to allow for more diversity, is passing 40 to 26, with the remainder undecided.Prop 17, which restores voting rights to former inmates, is passing 55 to 19, with the remainder undecided.Prop 19, which allows severely disabled homeowners, those over 55, and those who have lost their homes in a wildfire to transfer their property tax basis to any property in the state, and allocates new revenue to fire protection services, is passing 56 to 10, with the remainder undecided. Prop 20, which would reclassify certain crimes and change parole on other crimes, is passing 35 to 22, with the remainder undecided. SAN DIEGO (CNS) - A head-on collision Friday in Poway injured three people, one of them seriously injured and airlifted to a hospital.The collision occurred about 2 p.m. in the 15800 block of Poway Road, according to Sgt. David Toner of the San Diego County Sheriff's Department.Upon arrival, deputies found both vehicles, Mazda coupe and a Nissan Sentra, with major front-end damage, Toner said.The investigation revealed the Mazda was eastbound on Poway Road and had drifted into the westbound lane when the collision occurred, according to the sergeant.The 25-year-old woman driving the Nissan and her 1-year-old son were taken to a hospital as a precaution, while the driver of the Mazda, a 28-year- old man, was airlifted to Palomar Medical Center for treatment of serious injuries, Toner said.MAP: Traffic conditions throughout San DiegoNeither alcohol nor drugs were suspected as factors in the collision, he said. 929

SACRAMENTO, Calif. (KGTV) — The California Medical Board is looking into a case where a San Diego doctor is accused of using dirty needles on pediatric patients. Newly released documents by the California Medical board states Dr. Bret Robert Gerber used dirty syringes on a 2-year-old and a 10-year-old in July 2016. At the time, Dr. Gerber worked at Scripps Coastal Medical Center in Hillcrest. The documents state a medical assistant reported seeing the doctor bring in two boxes of unauthorized needles from home. Upon closer review, she noticed that the syringes had expired in 2008, and the boxes contained dead insects and what looked to be rodent droppings. Three years before this alleged incident, Dr. Gerber was arrested by Mono County Sheriff's deputies for having psychedelic mushrooms, cocaine, and ecstasy. Deputies found the drugs inside his Winnebago during a traffic stop as the doctor was on his way to the Burning Man Festival. He later admitted to using ecstasy at the festival.Instead of court, Dr. Gerber went through a diversion program and the Medical Board put him on probation. However, in March 2018, documents showed Gerber violated his probation after failing to provide a bodily fluids sample for a drug test. Despite his prior offenses, Dr. Gerber’s medical license was never revoked. Dr. Gerber continues to practice pediatric medicine twice a week, most recently at Mid-City Community Clinic in City Heights. 10News contacted the California Medical Board for comment. Officials said Dr. Gerber now faces multiple charges including gross negligence, repeated negligent acts, failure to maintain accurate medical records, and unprofessional conduct. 1688

SAN DIEGO (AP) — An animal rights group is asking the U.S. Securities and Exchange Commission to investigate SeaWorld over allegations that it misled investors about injuries during its dolphin shows.People for the Ethical Treatment of Animals said Thursday it had sent a letter to the SEC saying the marine theme park had lied when it said no animals are injured during the shows.The SEC declined comment.The group known as PETA is a shareholder in the company and alleges that SeaWorld trainers have caused injuries when they stand on the dolphins.It says veterinarians have found wounds and scars on dolphins at SeaWorld parks in California, Texas and Florida.SeaWorld said in response that it treats its animals well and has rescued thousands.
