SAN DIEGO (KGTV) — San Diego's LGBT community center, The Center, says it will not allow armed, uniformed officers at its facility or events.The announcement comes less than a week after San Diego Pride said it would not allow law enforcement to participate in the parade or events.The Center's Board of Directors voted that starting Tuesday, armed, uniformed law enforcement officers will not be allowed at the facility or future events unless its a last resort or true emergency, according to CEO Cara Dessert.RELATED: San Diego Pride: No law enforcement agency contingents in Parade, Festival"This is not about good or bad individual law enforcement officers, but rather a systemic problem in law enforcement that devalues Black lives and creates an environment in which our Black community does not feel welcomed, and in fact strikes fear and trauma," Dessert wrote, in part. Banning people because of their profession and their desire to serve the community is counter to the message of inclusion they have always stood for. The decision to exclude uniformed police officers should be reconsidered," Nisleit wrote.Last week, San Diego Pride officials asked Mayor Kevin Faulconer and the city to support a 4-step action plan on how law enforcement can support Pride.The statements come amid a nationwide push for police reform and reassessment on how departments are funded in the wake of the in-custody death of George Floyd in Minneapolis on Memorial Day. 1996

SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. The wall measures 18 to 30 feet in height and in some areas, includes two barriers.RELATED: Touring San Diego's border with agentsBorder officials told 10News this week the wall is ultimately working, saying that drug smuggling has shifted to the ocean because of the improved barrier. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

  

SAN DIEGO (KGTV) -- Scooter riders near the beach are checking their rides a little closer following reports of a group of vandals cutting the brake lines on Byrd scooters in Pacific Beach. "That actually happened to me once in Key West. I had rented scooters and somebody had cut the gas line and we had to walk several miles,” said Jamie Gustine. It was a gas line then, but Jamie says now she’s forced to worry about cut brake lines when she rides. "My kids have ridden them, I have an 8 year old and a 12 year old who was riding the scooter as well, so that's where it scares me the most," she continued. Several people took to social media after the holiday weekend reporting a group of people cutting brake lines on Byrd scooters in Pacific Beach. "It's always something you're thinking about as a parent,” said Michael Cole. Michael Cole, thinking about it as he teaches his 7-year-old daughter to ride. "Somebody is eventually going to get hurt when you're doing something like that, especially down here by the beach, you grab a scooter, you're not thinking that someone cut the break lines."San Diego Police say you should contact the scooter company directly so they can remove the damaged scooters from the streets. SAN DIEGO (KGTV) -- State Assemblyman Todd Gloria continues to maintain a comfortable lead in the race to become San Diego's next mayor, according to a new scientific poll. The 10News-Union-Tribune poll shows City Councilmembers Scott Sherman, a Republican, and Barbara Bry, a Democrat, vying for the second spot.The top two votegetters March 3, regardless of party, move on the November general election. "Todd Gloria looks assured of punching his ticket, but who is he going to face? Is that going to be fellow Democrat Barbara Bry... or is it going to be Scott Sherman, a Republican, proving that this is still a two-party town," said Thad Kousser, who chairs the political science department at UC San Diego. The poll, of 527 likely voters, shows Gloria leading the field with 29 percent of the vote. Sherman is in second with 18 percent, and Bry has 13 percent. The poll's margin of error was 5.3 percent, which Bry and Sherman are within. Democrats currently outnumber Republicans in registration by a two-to-one margin in the city, and independents outnumber Republicans by 40 percent. "When it gets close, when it gets into the single digits, the election day is really what matters," Kousser said. An additional question to be answered election day is the fate of Measure C. It would raise the overnight tax hotel guests pay in the city of San Diego by as much as 3.25 percent to pay for expanding the convention center, street repair and homeless services. The new poll shows the proposition with 61 percent support, 21 percent opposed and 18 percent still undecided. The measure requires two-thirds supermajority support to pass. Greg Block, a spokesman for the Measure C campaign, said he expects the support to increase as information on the proposal gets out. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," he said. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."But Michael McConnell, an advocate for the homeless who is leading the opposition, warned the measure has "loopholes and risks.""They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Political analyst John Dadian said voters can expect a barrage of ads leading to the primary, noting mail in ballots are already out. "What they're hammering in the TV commercials is the fact that this doesn't tax any San Diego residents, it's of towners," he said of the Measure C campaign. "I think that's very smart."Michael Vu, the county registrar of voters, said Tuesday about 1.3 million mail-in-ballots have been sent to San Diegans, which could comprise as much as 70 percent of the March 3 vote. 3089
