HAIKOU, July 16 (Xinhua) -- Typhoon Conson landed at Yalong Bay of Sanya City, in south China's island province of Hainan, late Friday, causing casualties.Conson made landfall at 7:50 p.m., packing winds of up to 126 km per hour at the center, according to the disaster prevention office of Sanya, a tourist resort.It brought heavy rains and strong winds to Sanya, uprooting trees, pulling down billboards and light poles and partly cutting power supply.A security guard was buried in debris after a giant billboard toppled at about 7:26 p.m.. The man was found dead at about 11 p.m. after rescuers pulled away the billboard with the help of machines.A motorcycle rider was hit by a falling billboard and died at the site at about 8 p.m..The typhoon is expected to hover in the island for about 9 hours before it enters Beibu Bay on Saturday morning.The city had recalled to port all fishing boats by Friday noon and almost 40,000 people across the island had been relocated by 4:30 p.m..The typhoon, the first to hit China this year, has triggered high waves and cut some village roads.

Huang added.According to Huang, law enforcement agencies at all levels will focus on entertainment venues that host prostitution, obscene performances, group gambling and drug trafficking, and violators will be severely punished.The ministry also ordered law enforcement agencies to strictly monitor local police and punish those who are slack in stopping these illegal activities in their own regions.Also at the meeting, the ministry announced a nationwide campaign on the control of guns, scheduled to end this September, in a bid to prevent gun-related crimes. BEIJING, July 26 (Xinhua) -- The Ministry of Health on Monday publicized a draft revision of the national standard of iodine content in edible salt, in which it stated the upper limit should be lowered by half.The average iodine content would be reduced to between 20-30 mg per kg of edible salt, from the current 20-60 mg, according to the draft.Iodine intake was "excessive" in five provinces and "above normal" in 16 other provinces, although the national level was "acceptable," the ministry said Monday in a statement explaining the revisions.Members of the public are invited to make submissions on the draft revision to the ministry via fax and email before Sept. 12.The ministry said earlier this month iodized salt was still essential in China as benefits of it still outweighed the negatives, citing the results of a nationwide risk assessment on iodine intake.The assessment was carried out in response to claims by media and medical experts that people in some regions, coastal areas in particular, were taking in excessive amounts of iodine.Since 1996, iodine has been added in salt across the country because in most parts of the country, the average diet is iodine deficient.Both iodine deficiency and excessive intake can lead to thyroid diseases.

  

BEIJING, Aug. 17 (Xinhua) -- A senior official of the Communist Party of China (CPC) on Monday urged greater efforts to make the training of officials more pertinent to and effective in raising their skills at governing.Push forward the reform of the training of officials unswervingly so that the training could better serve the scientific development of the country, said Li Yuanchao, head of the Organization Department of the CPC Central Committee at a conference on the reform in Beijing on Monday.He added that the training must be both relevant and complementary to officials' jobs and called for the optimization of the systems that educate officials on Party theories, governance and Party spirit.He stressed the need to create a diverse official training system with more involvement from higher-learning institutions and research institutes besides the current main training channel of Party schools and administration schools.He also called for better training of officials at grassroots levels.The general office of the CPC Central Committee issued the text of the reform outlines for the period of 2010 to 2020 on Tuesday. It issued a separate circular, ordering the implementation of the outlines the same day.The reform aims to build educational and training systems for officials with Chinese characteristics that are more open, dynamic and effective by 2020, read the text.

Graduates of the college will receive a religious bachelor's degree and serve in mosques and Islamic associations across the region.-- Also in late May, the Ministry of Transport issued a statement jointly with Xinjiang's regional government pledging to spend more money-- which will cover 50 percent of the construction costs-- for road building in Xinjiang.-- On June 1 the regulation on reform of resource taxes in Xinjiang, which was jointly issued by the Ministry of Finance and the State Administration of Taxation, took effect, marking Xinjiang as the first region in China to begin such reform.The regulation provides a shift to taxing crude oil and natural gas by price, rather than volume. The reform aims to raise local revenue for the resource-rich Xinjiang.-- From June 9 to June 12, officials of central governmental departments, including the Ministry of Science and Technology, the Ministry of Commerce and the National Development and Reform Commission, as well as officials of the China Development Bank, visited Xinjiang to inspect the development of local industries.
