SAN DIEGO (KGTV) -- Advocates with the group Yes California aimed at splitting California Wednesday released a new plan that would establish the “autonomous Native American nation.”"The plan is to retrocede virtually all federally-owned properties in California back to its original occupants, the California Native Americans," part of a release reads. Earlier this year, advocates with the campaign began collecting signatures for the initiative.RELATED: 'Calexit' returns as advocates begin signature drive to succeed from U.S.The proposed initiative is the third Calexit proposal since the election of President Donald Trump. Previous efforts were all either withdrawn of failed to gather enough signatures.The latest proposal asks voters about secession in 2020. SAN DIEGO (KGTV) -- An exonerated marine colonel was denied release from the Camp Pendleton brig. Colonel Dan Wilson's release was denied three months after he was exonerated for sexually assaulting a 6-year-old girl. In July, an appellate court overturned his conviction. Since then, his family has been awaiting his release. His wife spoke to 10News over the phone just moments after his release was denied. "I was shocked and I burst into tears. This man has been in for two years and 10 months," said Susan Wilson. "If they cant believe their own court of appeals then there's a problem there."His family maintains the system has been unjust from the beginning. "I just feel as though he’s getting a really bad rap by the USMC after 38 years of service and 11 deployments," said Wilson. "It's astounding to me that they pride themselves on ‘Marines take care of their own’. Well, they haven’t taken care of us whatsoever."Col. Wilson was also convicted of unauthorized leave and conduct unbecoming of an officer. He'll stay behind bars while he awaits a re-sentencing for those charges. 1100

SAN DIEGO (KGTV) - A San Diego-based company is ramping up its production of ventilators to meet rising demand around the world. ResMed is primarily known for its devices to aid sleep apnea. However it also has a line of ventilators, which have now become their primary focus.“Our goal is to have 2 to 3 times or more of our global manufacturing capacity in a few weeks, then push beyond that,” said Mick Farrell, CEO of ResMed.Farrell says they began increasing production in January when the outbreak was spreading in China. They’ve now ramped up ventilator and ventilator mask production at all of their facilities. Farrell would not say how many they will be able to provide to American hospitals but said they have been in conversation with the federal government and other suppliers to meet the challenge. “We think between us and our competitors we can keep up on the demand that is needed for ventilators,” said Farrell. On Wednesday, San Diego County health officials said half of the region’s ventilators were currently being used but more were on the way. However, they did not provide specific numbers on how many were available. When asked if he thinks there will be enough, Rob Sills with the county’s medical operations center said, “We don’t know what the final number is going to be, we don’t know how many we are going to need. It is our desire to have enough to judiciously put in place systems so that we can distribute ventilators where they are most needed.” 1488

SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414

SAN DIEGO (KGTV) -- An Encinitas student beat out thousands of kids across the country to be named a co-champion in a national history trivia contest. He also uses history to teach kids about COVID-19.Quade Kelley, 11, produces different videos imagining what it would be like for historical figures, like Albert Einstein and Charlie Chaplin, in today’s world. In his videos, the student is telling others “about COVID and what we could do to have the cases go down."In one of his videos, he received the surprise of a lifetime when he found out he was a finalist in the Inaugural “Who Was?” History Bee. Kelley beat out 25,000 kids across the U.S.The student has read nearly 190 books about public and historical figures, over 250 biographies, and spent more than 300 hours studying.“Because of COVID, they canceled New York. It's sort of disappointing, but at least I had an amazing opportunity to be a co-champion," Kelley said.The winners of the contest split ,000. Kelley donated his portion to a local charity.Despite not being able to compete in the history bee Kelly was able to meet the other finalist via Zoom and his favorite author Jeff Kinney.Kelly says he has a passion for history.“It’s important to learn history because if we don’t learn about it, it will happen again, possibly,” says Kelley. “We can learn from the good things that will happen again.” 1381
