Couple that with Democrats flipping the County Board of Supervisors after years of Republican control, and it appears a whole new philosophy is on the way."I've been waiting 20 years,” said Nicole Capretz, who heads the Climate Action Campaign. “This is, I mean, decades in the making.”Climate Action Campaign has fought the Republican-controlled Board of Supervisors for years over how it handles the environment, prevailing in court over the county's climate plan.“They've twice had to rescind their climate plan publicly, which is unprecedented,” Capretz said.Capretz said she expects things to change in January, when the board will flip to a 3-2 Democrat advantage. That is expected to shift how the county addresses key issues like the environment, public health, and housing - in other words, no more sprawling back country developments that many times wind up challenged in a public vote.“We have wasted so much energy and so much time debating things that were not legally valid and should not have been done,” said County Supervisor Nathan Fletcher.Meanwhile, over at City hall, the Democrats will expand their veto proof advantage on the city council from 6-3 to 8-1. Republican Chris Cate is now the lone member of the G.O.P. on the council. “I think there needs to be a better job of communicating what we're about here locally as San Diegans, and getting our message out about what we feel is the best role of government in providing services to residents,” Cate said.The city has more than twice as many registered Democrats as Republicans, according to the registrar.San Diego’s new mayor and city council will be sworn in this December.The new board of supervisors will take over in January. 1932

SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) -- Flu-related deaths rose to 11 in San Diego County over the last week, according to the County Health and Human Services Agency. The agency reports that the latest flu death was a 51-year-old woman from North County who died on December 31. She had underlying medical conditions, health officials confirm. To date, 11 people have died locally from the flu this season – the same number as this time last year. The number of lab confirmed cases also jumped last week to over 1,600, 260 more than the previous week. “Given the high number of cases, influenza activity in the region continues to be widespread, just like it is in other parts of the nation,” said Wilma Wooten, M.D., M.P.H., County public health officer. “The best protection against the flu is getting vaccinated. This year’s flu vaccine matches the viruses circulating this season.”So far this season, there have been more than 5,400 lab-confirmed cases of the flu. SAN DIEGO (KGTV) — Eldahmy Wellness Pharmacy just received a shipment of test strip kits that can detect signs of COVID-19 in the blood."I usually compare it to the blood glucose machine," said Ahmed Eldahmy, an advanced practice pharmacist who owns Eldahmy Wellness Pharmacy's two locations in La Jolla and Barrio Logan. "Hopefully in the future this point-of-care testing will be available in every doctor's office, clinic, pharmacy."The kits are allowed by the FDA for Emergency Use Authorization (EUA) as of March 31, 2020. Although he could not yet tell us the name of the company creating the kits, Eldahmy showed them to us and explained how they work to detect if signs of COVID-19 are present in the blood.RELATED: San Diego company gets FDA approval for 30-minute COVID-19 test"These are basically the antibodies that our test is trying to detect," Eldahmy explained while holding the test during a Skype interview. "We take a drop of blood and we put it in this spot at the bottom of the test. This is how we can figure out if the blood sample has the antibody component or not."He said it only takes moments to receive results."You leave it for about 5 to 10 minutes and it will tell you if it's positive or negative," he explained. "There’s only a one or two percent chance that it might not be accurate."RELATED: FDA warns of fake coronavirus home test kitsPeople must fill out a pre-screening questionnaire before receiving the test which asks if they've recently traveled to an area with known spread of COVID-19, if they've come in close contact with someone who tested positive in the last 14 days, if they have a fever greater than 100.4 or lower respiratory illnesses like cough, shortness of breath, difficulty breathing, and if they work as a first responder or healthcare worker.The answers will determine if one qualifies for the test."We can send it to a patient in their homes they can do it or we can do it here in our location," said Eldahmy. "We’d rather do it at our location in order to give patients a little bit of guidance or direction. "If they tested negative but still have symptoms they still need to self quarantine for 14 days in order for us to assess and we will redo the test after 14 days."Right now he only has a little under 100 tests, but is hoping to receive more soon.Because Eldahmy understands that many people may be struggling during this time, there will be no financial gain for his pharmacies.RELATED: Encinitas doctor helping patients test for coronavirus via telemedicine"Its not the time to make a profit off of it," he explained while saying he will either give the test for free or for the price he paid depending on each person's financial situation. "We just want to do something for our community, make sure that those who are actually on the fence, or they have symptoms, or they don't have access to the hospital, then we'll be able to help them out." Testing sites will be set up at both pharmacies."We’ll do one day in Barrio Logan and the next day in La Jolla and we will alternate," he said. "We can answer questions, we can give guidance and let hospitals deal with 100 percent positive cases that need the help."The tests will be given on a first come, first serve basis by appointment only starting Wednesday.
