WASHINGTON — President Donald Trump signed a new law Friday that adds new flexibility to the Paycheck Protection Program (PPP): a coronavirus relief program for small businesses. The legislation passed the Senate earlier this week and cleared the House last week in a rare display of bipartisanship. The legislation gives business owners more flexibility to use taxpayer subsidies and extend the life of the program as the economy faces record joblessness. US authorities are no longer holding migrants under a border bridge here. But advocates say some children and families who US Customs and Border Protection detained for days in the fenced-in space were shaken once they were released from custody.Bruises were visible on toddlers and older children who had to lay on rocks and concrete, said Taylor Levy, legal coordinator at Annunciation House. The El Paso-based shelter is a frequent stopping point for migrants who've been released from government custody. Migrants who'd been held under the bridge told staff there they'd been held from three to five days and "treated worse than dogs," Levy said.Photos and videos from the scene appeared to show migrant families sitting and at times sleeping on the gravel, with only thin space blankets between them and the ground."It was horrible there, because we slept under the bridge on top of the gravel," said Bartolo Tadeo Gómez, 25, who spent four nights under the bridge with his 7-year-old son. "There was a lot of dust."They struggled to stay warm without blankets, he said. And the whole time, Tadeo said, he worried about his son, who seemed sick and wasn't eating."I was afraid he would die," Tadeo told CNN.Last week, US authorities said a rapid influx of migrants crossing the border forced them to use the space under the Paso del Norte border bridge as an emergency measure in the face of a humanitarian crisis. They described a tent set up under the bridge as a "transitional shelter" for migrants who had yet to be processed.CBP officials say caring for those in custody with dignity and respect is a paramount concern.Advocates accuse CBP officials of worsening the humanitarian crisis at the border, rather than helping it.Over the weekend, the 1767

When Don Grundmann took the podium to boos and jeers at a Modesto City Council meeting Wednesday, he appeared angry that some people had called his efforts to organize a "straight pride" event in the California city racist. He singled out Councilmember Kristi Ah You, accusing her of "pulling the race card" and allegedly inflaming tensions by "attacking us as racists."Then he appeared to make a slip of the tongue."We haven't done anything," he said. "We're a totally peaceful, racist group."The crowd erupted in laughter. As Grundmann tried to regain control of the room, he said his group was "here to defend all races" and claimed that Planned Parenthood was the "greatest mass murderer of blacks in this nation's history."Shortly after, he was told his time was up and the crowd booed as he left the podium.Grundmann, who previously ran two failed campaigns for the US Senate, leads a group called the National Straight Pride Coalition. It claims on its website that heterosexuality, the nuclear family and Western civilization, among other institutions, are under attack. The group is planning a "straight pride" parade in a local park on August 24.Modesto is home to about 214,000 people, according to the latest Census.Dozens of residents voiced oppositionOver more than four hours, almost 30 constituents spoke against the event. A handful spoke in favor of it, citing free speech.Matthew Mason, a Modesto native and Turlock resident, called event organizers "white supremacists.""I'm here to condemn the straight pride event and to unequivocally state that this white supremacist rhetoric is not speech that deserves protection," Mason said at the meeting. "Whenever this rhetoric is given a platform, violence always follows."CNN has attempted to reach Grundmann but was unable to leave a message because his voice mailbox was full. He has not responded to an email request for comment.Marjorie Sturdy, vice president of the Modesto Progressive Democrats, also voiced her opposition at the meeting."You've never heard of anybody losing a job because they're straight or white," she told CNN. "You've never heard of anybody not being able to obtain a job because they're straight. The entitlement of being straight and white shouldn't be celebrated. You get to celebrate that every day of your life."Sturdy said that the Modesto Progressive Democrats are teaming up with local community groups to organize an event on the same day as the "straight pride" parade. She said it will include music, speeches and prayer."It'll be a colorful, fun, celebration of life," Sturdy said. The 'straight pride' event needs city approvalThe City of Modesto said it hopes to decide on the "straight pride" application Friday.Thomas Reeves, spokesman for the City Manager, told CNN that officials are evaluating the risk to the city, residents and participants. He added that the city's final determination would not be an indication of where it stood on the issue."Whatever decision is made on the permit is no way is a reflection of the city's perspective, opinion or views on the issue," Reeves said.In late June, a "straight pride parade" planned in Boston on August 31 became 3183

While Spider-Man was off-duty, a real-life superhero swung into action to comfort Lenore Koppelman's son.She and her husband, Steve, took Ralph, 9, to Universal's Islands of Adventure theme park in Florida on a trip from New York. Ralph patiently cycled through other rides all day, but all he wanted to do was get on the Amazing Adventures of Spider-Man.With that attraction positioned near the park exit, he'd have to wait. Finally, when it was time to ride, Ralph bubbled over with excitement. But with the ride vehicles in sight, Spider-Man broke down.Ralph, who has autism, "lost it," Koppelman wrote in a Facebook post."We could see (the meltdown) coming, like an oncoming train. And yet we couldn't dodge out of the way."Ralph lay sprawled on the floor of the ride exit, screaming and crying so hard he could barely breathe. People had to step around him. Koppelman wrote such fits are rare, but the one at the park was "epic."His parents tried to peel him off the ground as strangers stared at the distraught child. That's when Spider-Man ride employee Jen Whelchel lay down next to him.She let him cry, helped him breathe and diverted foot traffic. She told Ralph it was OK to be sad, Koppelman wrote. The two lay there until the boy felt better. When they got up, Ralph picked out Spidey trinkets from the gift shop (courtesy of Whelchel). Ralph smiled and thanked her, and Koppelman hugged her, long and hard. The parent shared her experience in a glowing Facebook recommendation, now shared more than 34,000 times, thanking the "magical people" who made Ralph feel special."I noticed his level of upset was more than the regular level of upset," Whelchel told 1680
