CHULA VISTA, Calif. (KGTV) – A 13-year-old boy was taken to the hospital after police said he was driving a SUV that rolled over at a Chula Vista rock quarry.Police said the incident happened at around 2 a.m. Wednesday in an area off Hard Rock Road, near Heritage Road.According to police, an SUV driven by the teen crashed through a gate at a rock quarry and then rolled over. Witnesses reported seeing several juveniles get out of the wreckage and run away from the scene.The 13-year-old driver remained with the SUV and was questioned by police before being transported to the hospital. It is unknown if the teen suffered any serious injuries.ABC 10News learned police launched a drone to search for the passengers but could not locate them.Police are trying to determine who owns the SUV, how the teen ended up behind the wheel, and if the vehicle was stolen. 871

CHULA VISTA (KGTV) - Chula Vista police are searching for a possible arsonist after four brush fires were set within minutes of each other Thursday morning.Firefighters responded around 3:30 a.m. to the area south of Lake Crest Drive and east of Wueste Road in Eastlake.While crews were working to put out the fire, they received a second fire call nearly three miles away on Eastlake Parkway.The third brush fire happened a short time after on Telegraph Canyon Road, and then the fourth fire broke out near Vista Oak Place.No one was hurt, and firefighters were able to put out all the fires.Witnesses told fire investigators they saw a silver Lexus leaving the scene of the fourth fire around 4:15 a.m.Anyone with information on the suspected arsonist or the incidents is asked to contact the Metro Arson Strike Team (MAST) at 619-236-6815. 850

  

CHULA VISTA, Calif. (KGTV) — A South Bay postal worker has pleaded not guilty to firing pepper spray at a dog. Nestor Medina was charged with three counts of animal cruelty in connection with the encounters 10News first reported in Otay Mesa last March. “It’s heartbreaking,” Alfonso Galindo said. Galindo checked surveillance video of his home on Agosto Street. Cameras recorded a postal carrier walking up to Galindo's mailbox and past the metal front gate. Behind the gate is Pupa, and as the mail carrier places the mail in the mailbox, a cylindrical object is seen in his left hand. At the same time, from another camera, Pupa is seen behind the gate beginning to convulse for several minutes. RELATED: Dog owner: Video shows mail carrier routinely pepper spraying dogAn extensive search through video found nine similar encounters where Pupa had convulsions after the postal worker walked by, Galindo said. Galindo said his children, 3-year-old Alfonso Jr. and 1-year-old Regina developed strange respiratory problems after hugging Pupa. "Countless trips to the ER and urgent care, and countless medications," said Galindo. While the most severe symptoms subsided soon after the discovery of the video, Galindo says his children are dealing with sinus issues and his daughter still requires an inhaler.RELATED: More dogs pepper-sprayed by mail carrier?Galindo filed a police report and complaint with the U.S. Postal Service last spring. He says he has obtained an attorney and is planning legal action against the USPS.The USPS issued a statement in March: On behalf of the United States Postal Service, we want to apologize to the Galindo family and Pupa. CHULA VISTA, Calif. (KGTV) - A South Bay city is the latest the approve the sale of legal marijuana in San Diego County.An ordinance that will allow the sale of legal weed in Chula Vista was approved by city leaders Tuesday, after City Council twice delayed a vote on the issue.The ordinance allows for 12 commercial licenses (three in each of the city's four districts) and eight total storefronts (two per district). RELATED: Parents raise concerns over marijuana shop operating near children in Chula VistaPot shops will be required to be at least 150 feet from residential zones, 600 feet from youth centers or parks, and 1000 feet from churches, schools, or daycare centers. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421
