DENVER – The man accused of killing 26 people and wounding 20 others at a Texas church on Sunday bought two weapons in Colorado and at one point was charged with animal cruelty in Colorado Springs for beating and dragging his dog.Devin Patrick Kelley, 26, was living at a trailer park in Colorado Springs in 2014, according to state voter registration records.In August 2014, he was charged with animal cruelty – neglect or mistreatment. When deputies went to the door of the camper, Kelley refused to come out and speak to officers, or to show them the dog.After some time, Kelley agreed to come out and talk to deputies, according to the report. One deputy said the dog appeared underweight, and a sergeant got Kelley to tell him he chased after the dog when it wouldn’t obey his commands not to run away.He further told deputies that he had jumped on top of his dog because “it was acting aggressive to another dog,” but denied beating the dog or dragging it back to the camper.Kelley was placed in a patrol vehicle and issued a summons in the case. The dog was taken by a deputy to the Veterinary Specialty Center in El Paso County and was to receive veterinary care, according to the report.The Fountain Creek RV Park told Denver-based KMGH on Sunday it did not recognize his name, nor did it keep electronic records of who had stayed there.Court records show that Kelley was also charged with failing to signal and speeding two months later, in October 2014. A day before Christmas of that year, he pleaded guilty to failing to signal, and was ordered to pay a 5 fine. The speeding charge was amended.Kelley received a deferred sentence in the case of 18 months of unsupervised probation. The case was dismissed once he successfully completed the probation, a Colorado court spokesperson confirmed to KMGHKelley served in the Logistics Readiness division of the U.S. Air Force from 2010, and was stationed at Holloman Air Force Base in New Mexico until 2014. The base is located about 90 miles northeast of El Paso, Texas.In 2012, he was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed to KMGH. He was sentenced to 12 months of confinement and a rank reduction. DETROIT, Mich. — Thousands of packages are stacked up inside a metro Detroit mail distribution center as a perfect storm of the pandemic, holiday mail volume, and what some call poor planning, which could spoil the holidays.Those mail delays are also costing local business owners dearly.A beautiful ad celebrating the hardworking men and women of the US Postal Service is airing on TV these days, as a singer croons, “I’ll be home for Christmas, you can count on me.” But for small business owners like Alicia Christensen, the post office has hit a low note.“I’m not counting on them, because I had to shut my shop down. I can’t rely on the flowers to get there before Christmas,” said Christensen.Christensen makes hand-painted aluminum wreaths and wall art shaped like flowers. In January, this artist from Wixom opened her “Bendable Blooms” shop on the website ‘Etsy.’ But the wreaths she mailed to customers on Nov. 29 got stuck “in transit” at the USPS Detroit Network Distribution Center (NDC) in Allen Park.“My Etsy shoppers are starting to contact me, wanting either their money back or wanting to know where these are at,” said Christensen.Christensen was forced to choose between losing about 0 by refunding customers, or getting bad reviews which can have a long-term impact on her business. Combs says the USPS restructuring ordered by Postmaster General Louis DeJoy added to the backlog caused by the pandemic and normal holiday mail volume increases. Combs says some of that restructuring means employees based in metro Detroit now report to managers out of state.“They should have started hiring these seasonal people much earlier than they did, I would say back in May, June or July-- getting prepared to bring those new people on. The tractor-trailer guys that I represent would have needed to have more trailers, even if they needed to be purchased or rented. So you can have a place to have this mail staged to be able to move smoothly from point A to point B,” Combs told 7 Investigator Heather Catallo. “I don’t think that happened. And there needed to be some thought process on how the mail flow was going to operate inside the building so that the safety of the employees was addressed and you didn’t have so much mail that there was not even walking room in some of these plants.”Combs says letters are also piled up at the USPS facility on W. Fort Street in Detroit. He says he and other union leaders reached out to management last May to prepare for the holiday “peak” as postal workers call it. Combs said their requests fell on deaf ears.“Postal employees are so diligent in what they do and feel like they need to do a great job all the time, as they do. I’m getting calls from my members and employees saying this is a problem, we need to be better. And again, they’re doing such a great job with trying to get this mail delivered. DENVER, Colo. — Colorado prosecutors have filed attempted murder charges against a pickup driver who they believe intentionally veered across several lanes of traffic and struck a motorcyclist.Investigators from the Colorado State Patrol say the victim, Quentin Quidley, his brother, James, and several friends were traveling south on I-25 near Castle Rock when the incident happened back on Aug. 16.Quidley told KMGH they were traveling south through Colorado after a trip to Sturgis, South Dakota. The pickup driver wouldn't let them pass."There was nothing in front of him, (but) he wasn't going to yield," Quidley said. "He floored on the gas and tried to clip us then."The riders eventually got in front of the pickup driver, but he caught up with them.Dash cam video from Gil Steiner shows the pickup veering across several lanes of traffic, then striking Quidley's motorcycle."As I started to tumble, the first thing (I thought) was, here comes that ground and it's going to hurt," he said.Quidley recounted the traumatic encounter with the Ford F-250 during a Webex interview set up by his attorney."I was trying to pull it out of a death wobble," he said.Investigators told KMGH they didn't buy the pickup driver's claim that he simply made an unsafe lane change."We feel very strongly that we can prove in court that this was an intentional act," said Major J.P.
