(KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. (KGTV) -- The Department of Homeland Security is requesting US troops build temporary facilities to house up to 7,500 detained migrant adults, according to ABC News. The department would “loan and erect” the tents in support of ICE, the Pentagon told ABC. "DOD will not provide detention or custodial support for detained aliens at these ICE detention facilities," a spokesperson for the Pentagon said. "ICE is responsible for detention or custodial support."RELATED: TSA to deploy hundreds, including air marshals, to borderThe tents were requested at six locations along the border, but specific locations are unclear at this time. The announcement comes as the Pentagon shifted .5 billion to a counter-drug account that will be used to build roughly 80 miles of border wall, according to ABC. (KGTV) -- Testimony will continue Tuesday in the preliminary exam for the suspected smuggler charged with murder after leading the border patrol on a wild, high speed chase that ended with the deaths of three of his passengers. It happened on westbound Interstate 8 near Boulevard on the evening of November 29th, 2018. Luis Virgen, 21, is a U.S. citizen who had been living in Tijuana at the time of the crash. He's charged with second degree murder and gross vehicular manslaughter. Virgen is accused of smashing through a gate that leads into the U.S. from Mexico with 10 undocumented immigrants in his truck, including 9 in the bed of the truck under a tarp. Everyone but the driver was thrown from the truck when it crashed after hitting a spike strip deployed by the border patrol. Gregg Curtis testified that after the truck blew past him, he started shooting video with his cellphone in case something happened. Curtis can be heard talking under the cellphone video, which was played in court Monday. "I wouldn't be surprised if he totally crashes his brains out," said Curtis. He also testified about how fast the defendant was going."I was alarmed at a vehicle passing me at such a large rate of speed that it shook my truck," said Rieu. The border patrol received some criticism following the incident, some questioning why they didn't call off the chase given the wet roads and dangerous conditions at the time. Several agents testified that they had no idea that the truck's bed was hiding several undocumented immigrants. Another agent described how he tried to revive the victims. "Another individual, I cradled his head, he was moaning and groaning, and I told him he was going to be fine that it was just a scratch and to stay awake," said Agent Jahir Waterman. (KGTV) -- Tuesday, SpaceX launchged several satellites into orbit that will replace a satellite network and monitor climate change. The Iridium-6/GRACE-FO satellites were launched just before 1 p.m. from Vandenberg Air Force Base. For this particular mission, SpaceX launched five Iridium NEXT satellites as part of the company's campaign to replace the world's largest commercial satellite network. A total of eight Iridium NEXT launches are planned with the company that will send into orbit 75 new satellites. Also on board the Falcon 9 rocket will be satellites that will monitor the movement of earth's mass for NASA and the German Research Centre for Geosciences.Watch the launch in the player below:  775
