EL CAJON, Calif. (KGTV) — An East County restaurant hit hard by the pandemic has been hit by thieves, twice in a three-day span.Like so many other restaurants, the pandemic has not been kind to Hacienda Casa Blanca Mexican Restaurant and Cantina in El Cajon."Definitely not easy. It's been crazy with new changes every day," said co-owner Cindy Gomez.Gomez says the restaurant has received a federal PPP loan, but revenues are down about 30% to 40% since March."From the first day, we've been trying to keep our staff working .. Haven't had to lay off anyone," said Gomez.Gomez says they had to spend extra when COVID-19 restrictions led them to set up for dining in the parking lot. That extra money spent vanished overnight during a weekend a few weeks ago. Two large canopies and two umbrellas were stolen.A few days later, there was another theft. This time, an umbrella, table, chairs, and a plant disappeared."Take a lot to get angry, but I got angry. Then it went to total frustration," said Gomez.Eventually, the items from the second theft were recovered outside a nearby building. Gomez says her surveillance footage was deleted over, but she saw the video and believes both thefts may have involved transients."In the first theft, two men with shopping carts rolled into the parking lot, dismantled the canopies threw them into their carts, and rolled away," said Gomez.The restaurant does store most of its outdoor set up inside, but what was left out, was targeted. 1486

DULZURA, Calif. (CNS) -- Firefighters were working Tuesday to extinguish a brush fire that has charred at least 100 acres of vegetation near the U.S.-Mexico border.The so-called Border 11 Fire was reported around 8:30 p.m. Monday in a mountainous area west of Marron Valley and south of Dulzura, Cal Fire Capt. Issac Sanchez said, adding that no homes or structures were immediately threatened.The fire was located in an area that was difficult to access, but heavy cloud cover and high humidity Tuesday morning was helping to keep the flames at bay, Sanchez said.Crews requested an air attack to help crews on the ground, but aircraft were unable to fly Tuesday morning because of the heavy cloud cover, he said. A better estimate about the size of the fire will be available once air crews are able to survey the area.The cause of the fire was under investigation.As of 3:30 p.m., the fire was 60 percent contained. 926
EL CAJON, Calif. (KGTV) — El Cajon Police and the NAACP say they are trying to reach out to the family of a man hit and killed by a car last week after family and friends accused police of shooting the man.Police say the protest stemmed from a Nov. 25 traffic fatality involving Stephen Harris, 29, of El Cajon. Harris was hit by a vehicle just before 9 p.m. in the 300 block of West Chase Ave. and died at the scene, according to police.EPD says the driver who hit Harris remained at the scene and tried to provide first aid to him, along with the help of a passenger in the vehicle. Police do not suspect the driver of driving under the influence or speeding at the time of the crash. Witnesses told police Harris suddenly walked into the roadway at the time of the crash, EPD added.Surveillance footage reportedly showed Harris leaving a nearby convenience store and stumbling before the collision, police said. Officials said a toxicology report is being conducted, but police said preliminary testing showed drugs and alcohol in Harris' system at the time of his death.Family and friends of Harris arrived at the scene after the crash and accused police of being involved in Harris' death, saying officers were stalking him, shot him, and were trying to cover it up. During a protest on Nov. 30, family and friends continued their accusations against the department, with some protesters obstructing traffic. Police say at one point, a protester kicked a passing vehicle and another person reported that a protester pointed a handgun at them.EPD, the San Diego branch of the NAACP, and the county Medical Examiner's office say they have tried to contact Harris' family about his death, but that the family has not responded.Francine Maxwell, President of the San Diego branch of the NAACP, issued a statement saying in part that the police department is being as transparent as possible in Harris' death: 1919
