SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) -- The City of San Diego announced Tuesday that the transformed Super 8 motel in Egger Highlands will be used to temporarily serve families and children experiencing homelessness amid COVID-19. The city's purchase and transformation of the motel was approved by the City Council in 2017. The transitional housing units will eventually be used to serve those enrolled in the San Diego Misdemeanants At-Risk Track. The program was created by the City Attorney's Office for chronic misdemeanor offenders with acute drug addiction, according to the city. For now, the recently-renovated motel will provide temporary housing for children and families struggling with homelessness. “We’re looking at every opportunity to help those families and children experiencing homelessness during these trying times,” Mayor Faulconer said. “The rehabilitation of this motel couldn’t come at a better time as the need for temporary shelter has never been greater. I want to thank City Attorney Elliott for partnering with me to provide safety and relief to so many families as we fight to stop the spread of this deadly virus.”The city started moving families to motel rooms in March to allow for proper physical distancing. “During this challenging time, it's more important than ever to ensure our most vulnerable community members are protected,” City Attorney Elliott said. “I am gratified to be able to transition our S.M.A.R.T. on Palm facility to provide temporary emergency housing for families in this time of dire need.”The facility has 42 transitional housing rooms, 39 double-bed units, and three units that meet the Americans with Disability Act standards, the city says. 1693

SAN DIEGO (KGTV) - The California Senate will vote this week on a bill to add a surcharge to utility bills, with the money going to pay for damages caused by wildfires.Governor Gavin Newsom says he wants the bill on his desk to sign by Friday before the legislature takes its summer break.According to the text of Assembly Bill 1054, each utility company would have to "collect a nonbypassable charge from its ratepayers to support the Wildfire Fund." That money would go to pay for damages from wildfires caused by utility companies.But the fund can only be used if the utility companies comply with state safety laws and regulations.The bill also requires each electric company to file a wildfire mitigation plan with the state every three years, and update it yearly.Critics say it's nothing more than a tax, passing the responsibility of wildfire damage away from the utility companies and onto rate-payers."This is going to be a tax that will go on, who knows how long," says Richard Rider from the San Diego Tax Fighters. "Long after the utilities have buried their wires, long after the risk has dropped dramatically, the ratepayers will still be paying it."Rider says this bill would unfairly make people in low-risk areas pay into a fund that would only benefit people in high-risk areas.RELATED: PG&E equipment may have caused Camp FireAn SDG&E spokesperson says the company does not have an official position on AB 1054 but sent a statement to 10News saying:"We believe this bill is a good starting point for legislation to be enacted by July 12 to help address some of the legal, regulatory and policy challenges facing California, as the state grapples with the wide-ranging impact of catastrophic wildfires. SAN DIEGO (KGTV) — The Confederate monument at the center of an emotional debate has been removed from inside a city-owned cemetery in San Diego."It's a relief. I'm glad," said Amanda Bergara.Amid the recent protests aimed at racial injustice, Bergara was one of nearly 2,800 people to sign an online petition calling on San Diego's mayor to take down a confederate monument from inside Mount Hope Cemetery."It's a symbol of hate and disrespect for those who fought with their lives to end slavery," said Bergara.RELATED: Online petition seeks removal of Confederate memorial in San Diego cemeteryBuried in the cemetery are both Union and Confederate soldiers, who later lived in San Diego. The memorial, erected in 1948, names General Stonewall Jackson. In June, ABC 10News discovered the stone on the monument heavily damaged, with vandalism an ongoing issue. Unlike other Confederate markers removed in San Diego, the plot on which the monument sits is privately owned, and the city has maintained its hands are tied. The owner, United Daughters of the Confederacy, and supporters have said such markers are monuments to history.In the end, a city spokesperson says it was removed weeks ago at the request of the Confederate group, presumably to protect it from vandals. The monument is being stored by the city."Hopefully ending the hurt and pain for those who would have seen it and felt that hurt and pain. I hope it never sees the light of day," said Bergara.Not all the hurt is gone. A flagpole remains, along with a marker that includes the name, Stonewall Jackson.
