Mayors across the country are asking their residents to take part of a friendly competition to see which cities can conserve the most water during the month of April.  Residents who participate in the Wyland National Mayor’s Challenge for Water Conservation from April 1 to April 30 have the opportunity of winning ,000 toward their utility payments for a year. They can also win daily prizes, such as water-saving fixtures, cash and an Apple iPad Mini 4.In addition to residents winning prizes, one charity will receive a 2018 Toyota RAV4 Hybrid to help it serve the community."Last year, the challenge awarded more than ,000 in prizes to nearly 300 residents in U.S. cities," according to the challenge's website.Unsure how you can participate? MIDWAY, Utah — A locksmith in Utah says he was tipped off by something very strange at a recent job, which led to him helping a woman escape from a kidnapping.The woman signaled she needed help in a discreet way, and the locksmith called police."I would have been second guessing myself if I didn't do anything," said Greg, who didn't want his last name out there for safety reasons.He owns a locksmith business and described how a lot of jobs that come in are simple "locksmithing 101."It was that kind of simple job he thought he was doing on Friday at a home in Midway.When Greg showed up to re-key a lock on the front door, he says things seemed very off between the woman who lived in the home and a man who was with her."There was a gentleman that was kind of hovering over her, wouldn't get really more than a foot away from her," he said. He described the behavior as "shadowing," and said it was very weird.Greg went outside to his van to make new keys. When he stepped back inside the house, he says the woman gave Greg a sign she needed help."She's sitting there talking to me about what types of payment I take and everything, and she's kind of turning, she's at a little bit of a different angle and she's holding up her hand kind of like this with her palm open, and she has '911' written on her hand," Greg remembered. "So obviously, that drew some attention from me. But I was wearing a mask, so I couldn't mouth anything to her or anything."Greg also noticed that the woman had to ask the man to get access to her phone, in order to pay Greg over Venmo."That kind of was another little red flag," he said. "She's showing me the '911' again, kind of making sure that I saw it. And I made eye contact with her, to basically let her know that 'yeah, I saw it.'"Greg said it caused him turmoil and he didn't know what to do. He left and immediately called a friend he knows in the FBI to consult about what he saw. His friend told him to call police immediately, so Greg called the Wasatch County dispatch to report what he saw at the home.The Wasatch County Sheriff's Office responded and arrested Grant Nielsen Eggertsen on charges of aggravated kidnapping, interruption of a communication device and assault.According to charging documents and the Wasatch County Sheriff's Office, Eggertsen previously dated the woman and became upset that she was dating someone new.He had a key to the house, documents state, and showed up on Oct. 1, took the woman's phone, assaulted her and made threats to harm himself and burn down the woman's home.Documents state that Eggertsen kept the woman's phone, wouldn't let her call for help and wouldn't let her leave her room or house.It was the next day that Greg showed up for his appointment the woman had previously scheduled to change the locks. She told police she made the appointment before Eggertsen arrived because she didn't want him in the home."The lady was pretty smart to be able to do what she did," Greg said. "And so, it's not like I was trying to guess what was really going on. She gave me some great clues that there was an issue there."For a call that went beyond changing the locks, Greg got the job done."When found out that he had been arrested, charged and stuff, I was kind of like, 'Okay, good. Good. That's good,'" he said. Many animal shelters are worried the economic impact of the COVID-19 pandemic will cause a surge in pet surrenders, a stark contrast from when shelters saw record fostering and adoption rates four months ago."What we've seen since then is that the number of total dogs and cats that have come into shelters and rescues across the country has continued to decrease compared to the levels of 2019. So, fostering has stayed high but we just have fewer animals that we’re trying to get into foster care than the shelters had to last year," says Lindsay Hamrick with the Humane Society of the United States.Hamrick says animal control centers that shut down during the start of the pandemic are now back up and operating, but are still being selective about which animals need to be picked up."Intakes are still about 40% down compared to 2019 for both cats and dogs," says Hamrick.Valley Oak SPCA in Visalia, California, saw a record number of adoptions in June, nearly double what they had last year. But executive director Lydia House says they're concerned about the impact the economy will have in the coming months."We had a couple surrenders that said, 'I haven’t been able to feed my dog in three days. I have no money. I’m being evicted.' We did have some senior citizens who wanted to surrender their pets because they were afraid they were going to get [COVID-19] and not be able to take care of their pets," says House.The Humane Society of the United States has been closely following states that are lifting their eviction moratoriums as those states may see a boost in pet surrenders and strays."Surrenders that are related to evictions to not having enough money to be able to afford veterinary care - all of the pieces that come along with an economic downturn," says Hamrick.Overall, many shelters report with so many people working from home, adoptions and fostering of animals are still high. So the Humane Society of the United States is now urging animal lovers to think beyond shelter animals and focus on a neighbor or friend who may be going through a tough time."When someone loses their house or apartment, it's going to take months or even a year to find pet friendly housing again. So we’re really doing a push that people who are interested in fostering and had a good experience during the pandemic with taking care of other pets, to consider doing that for your neighbors. That way, possibly in the future, there can be a reunification of the pet with the family that they were separated from because of the economic issues," says Hamrick.Right now, more than half of states nationwide have lifted their eviction moratoriums. The Humane Society of the United States recommends supporting your local animal shelters as much as possible during this time to help get them and the animals through any economic hardship. 2850

LOUISVILLE, Ky. – This year’s Kentucky Derby will be held with spectators, but “under strict guidelines."Churchill Downs Racetrack made the announcement Thursday after consulting with Gov. Andy Beshear and state public health officials.The Derby is set to take place on Saturday, Sept. 5 after being postponed from its original date, Saturday, May 2.Churchill Downs says its plan was developed in conjunction with advice and counsel from the Louisville Metro Health Department and Kentucky’s Healthy at Work guidance.Some of the steps that will be taken to ensure guest and employee safety include:Venue capacity reductions to limit overall crowd density, including general admission, outdoor reserved seating, premium dining and suites. More information on ticketing and seating areas will be released in the coming days and also will be sent directly to ticket holders.Access throughout the facility will be severely limited.Credentials for employees, media and guests will be reduced.Barn area access will be restricted to essential personnel. Guests and parties in the barn area for morning workouts and during race days will be eliminated.Changes in venue operations to limit person-to-person touchpoints.Team member protocols established to protect employees and guests.A revised "Fan Code of Conduct" will also be in place that establishes expectations for guests coming to the Derby:Guests will be consistently and frequently encouraged to wear a mask at all times unless seated in their reserved seat or venue, including when riding on a shuttle, traveling through the venue, going to the restroom, placing an in-person wager, and purchasing food or beverages from a concession stand. Guests will be asked to wash their hands for 20 seconds or sanitize them frequently.Guests will be encouraged to socially distance themselves from others when possible.Tickets purchased for the originally scheduled Kentucky Derby Week dates are automatically valid for the new race dates.
