SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) - A Spirit Airlines flight leaving San Diego's airport was stopped on the runway Thursday when the plane had a hydraulic fluid leak at Lindbergh Field.The incident happened just after 9 a.m., according to the San Diego Fire Department. No smoke made its way into the cabin and no fire was reported. SAN DIEGO (KGTV) - Across the state of California, there were more than 10,000 sexual harassment offenses, as defined by California education code that resulted in suspension, expulsion or disciplinary diversion.A San Diego mother says her daughter was bullied and sexually harassed at school.“She said that he would take her pencils from her,” said Myiesha Jackson. “If she tried to get them back he would stick them down his pants."Jackson claims the male student didn’t stop there. She claims he took Play-Doh, made it into the shape of a penis and rubbed it on her daughter while making inappropriate sounds."I consider that sexual harassment,” said Jackson. An investigation report Jackson gave to Team 10 says the accused student admitted to rolling up the Play-Doh and holding it up while singing an inappropriate song that was sexual in nature, and the Play-Doh represented a male genitalia part, but the other student denied touching her with it.At the end of the report, it lists an action play, basically separating both students at all points of the day so they wouldn’t come into contact with each other.Jackson says that’s not what happened."The very day I brought her back she was in lunch, the line to get lunch, and they let him out of the office apparently, and he went and stood directly behind her,” she said.Magnolia Science Academy- San Diego denied 10News’ request for an interview.In an emailed statement an attorney for Magnolia Public Schools wrote:“State and federal student confidentiality laws and our organization's policy prohibit MSA-SD from commenting on specific students or incidents in which they may be involved. SAN DIEGO (KGTV) -- A street in San Diego’s Gaslamp Quarter is shutting down starting Thursday for bars, restaurants and other businesses to create more space for customers.From Thursday to Saturday, Fifth Avenue will be closed between G and L streets as a way to help break up potential overcrowding as downtown businesses reopen.The street closure will start at 11 a.m. on Thursday and Friday, with “Curbside Gaslamp” running from 3 p.m.-12 a.m. on both days. 469
