BEIJING, Feb. 14 (Xinhua) -- A recent circular of China's film and television watchdog to cut smoking scenes in films and TV dramas has received welcome from supporters of tobacco control.Xu Guihua, deputy head of China Association on Tobacco Control (CATC), a non-profit organization, said the order of the State Administration of Radio, Film and Television (SARFT) demonstrates government determination to protect public health rights."Frequent smoking scenes in films and TV dramas do not accord with China's stance on tobacco control and mislead the public, especially the youth," said the SARFT in a recent circular.Tobacco brands or signs and smoking scenes with juveniles present should not be allowed to appear in films or TV dramas, it said, adding that scenes which have to show smoking should "last as short as possible."Hailing the order, Xu said the communication through media including movies and TV is among those factors that can influence people's attitude toward smoking.Deng Haihua, a spokesman with China's Ministry of Health, also said the SARFT's move will help prevent people, especially the young, from being misled by smoking scenes on screens.In a survey report issued in August 2010, the CATC said it found smoking scenes in 31 movies and 28 TV series after monitoring 40 Chinese movies and 30 local TV series.Another survey by Beijing Municipal Center for Disease Control and Prevention also showed students tend to follow the fashion after seeing actors smoke on TV or in films.China has more than 300 million smokers and 540 million more suffering from secondhand smoke.What is especially worrisome is that 11.5 percent of the country's juvenile smoke and the ratio is even increasing, according to experts.

UNITED NATIONS, Feb. 11 (Xinhua) -- China Friday urged the United Nations and Security Council to give more attention to Africa and called on the international community to provide greater support to the region in order to maintain peace and security. Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. BEIJING, March 19 (Xinhua) -- Radiation leaks following explosions at the Fukushima Daiichi nuclear power plant in Japan will not affect China's environment and the health of its citizens during the next three days, authorities said Saturday.China's National Nuclear Emergency Coordination Committee made the announcement based upon analyses of environmental monitoring, meteorological forecasts, and ocean currents.The Beijing-based Regional Specialized Meteorological Center, which is affiliated with the World Meteorological Organization, issued its forecast on Saturday afternoon, saying that the radioactive leakages in Japan would not affect China over the next three days.The country's State Oceanic Administration on Saturday announced that no abnormalities were detected in terms of atmospheric radiation over the East China Sea, the northern part of the South China Sea, and the central and northern regions of the Yellow Sea.The administration predicts that the ocean currents near Fukushima would mainly travel eastward from Japan over the next three days.Furthermore, the country's Ministry of Environmental Protection announced that China's environment remains normal based upon the monitoring of radiation levels.

BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said. To support the construction of affordable housing, local governments can use tax breaks, determine the rent for public housing reasonably and finance construction projects in different ways, such as bank loans and social investment, he added.Li also called on local governments to increase land supplies for common commercial housing construction. The vice premier called on authorities to ensure transparency and fairness in the distribution of affordable housing units to benefit low-income groups who are in need.He stressed the need to discourage house purchases for the purposes of investment and speculation and to increase the supply of common commercial apartments and strictly implement the central government's macro control policies for the real estate market.The Chinese central government signed strict agreements with provincial governments to guarantee the construction of 10 million government-subsidized apartments this year.
