(KGTV) -- Leaders with SANDAG, North County Transit District, and the chair for California's Transportation Committee met Friday off 7th Street in Del Mar to get a closer look at their bluff stabilization 0 million project, now 20 years in the making. It'll secure the bluffs to allow continued safe movement on the corridor and it'll give time for the exact project we want to pursue and gain, to allow funding for a permanent solution."Natural disasters like heavy rain are a big concern that would cause tracks and bluffs to crumble down. After countless collapses in the past, beachgoers like Chris Smith, are often worried.Smith told ABC 10News, "I feel comfortable but in the back of my mind you know something could always happen." He also said awareness by leaders is a plus but the tracks should be moved entirely. "With the impact to what the train is providing to the cliff, at some point there's gonna be a negative impact to it," Smith added.Leaders said the new additions will buy them about 30 years, to plan a more permanent solution which could involve moving tracks into a tunnel system.Phase 5 of the project is slated to begin next summer, while plans for phase 6, the final phase, is still in the works. 1419

Democratic Vice Presidential nominee Kamala Harris said Thursday that she would suspend in-person campaigning until Oct. 19 after she encountered two people who have contracted COVID-19.According to a statement from Biden campaign manager Jen O'Malley Dillon, a "non-staff flight crew member" and Harris' communications director, Liz Allen, both tested positive for the virus on Wednesday.The Biden campaign said that during its contact tracing, a member of the company that charters Joe Biden's airplane tested positive for the coronavirus. The Biden campaign said that the crew member was at least 50 feet away from Biden at all times, and Biden wears an N95 mask during flights. The Biden campaign does not plan on altering his schedule.According to the campaign, Harris was "not in close contact, as defined by the CDC," with either person. While she does not need to quarantine by CDC guidelines, the campaign has canceled her travel through Sunday "out of an abundance of caution."The campaign added that those who tested positive have not had any contact with Biden campaign staffers since thier diagnosis.Harris took PCR COVID-19 tests on Oct. 8 and Oct. 14, both of which have come back negative.Harris was scheduled to campaign in North Carolina on Thursday. 1276

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Delta gained hurricane strength Monday evening, packing top winds of 80 MPH as of 11 p.m. ET as it churns in the Caribbean Sea, heading north. The rapidly-strengthening tropical storm currently in the Caribbean Sea is moving north, and could strike the Yucatan Peninsula of Mexico as a major hurricane on Wednesday.While the Yucatan Peninsula could be in the path of Delta, there is growing concern for the Gulf Coast. The National Hurricane Center has areas from Louisiana to the western tip of the Florida panhandle in the path of Delta. The tropical storm is expected to come ashore on Friday as a hurricane. Delta became the 25th named storm on Monday in what has been an extremely active 2020 Atlantic hurricane season.Louisiana has taken the brunt of the impact of the 2020 Hurricane season. Hurricanes Marco and Laura have already made landfall in the state, causing inland flooding and significant damage along the coast. Hurricane Sally also did significant damage nearby Gulf Shores, Alabama, when it made landfall in September.A second tropical storm, Gamma, is currently churning in the Gulf of Mexico. DENVER -- A Colorado man’s vacation in Hawaii took a terrible turn this week when he was attacked by a shark.Dylan McWilliams, 20, was bitten by a tiger shark while surfing in Hawaii.McWilliams received stitches and will be okay, but he could be named the most unluckiest – or luckiest –guy in Colorado.“Yeah, this isn’t my first time being bitten,” McWilliams told Denver7 over a FaceTime call. “Last summer I was attacked by a bear in Boulder. It dragged me out of my tent by my head.”Scripps Denver affiliate KMGH-TV spoke with McWilliams last summer following the attack. He received several scars on his head but ended up okay.“I fought off the bear as much as I could until it dropped me and let me go,” McWilliams said.Less than a year later, and McWilliams gets bitten by a Tiger Shark in Hawaii.“I felt something hit my leg, and I looked down and there was a lot of blood and I saw the shark underneath me,” McWilliams said. “I started swimming as fast as I could to shore.”McWilliams said the shark looked to be between six and eight feet long.But the bear and shark attacks haven't been the only two times he's had a dangerous encounter with wildlife.“When I was sixteen, I was in Utah and I was walking outside and thought I kicked a cactus and it ended up being a rattlesnake,” McWilliams said. “It bit me too.”Denver7 reporter Tomas Hoppough jokingly told McWilliams through the FaceTime call that he is a Colorado version of Steve Irwin – the Crocodile Hunter.“That’s funny you say that because Steve Irwin has been my hero since I was a kid,” McWilliams said. “I always wanted to be like him.”McWilliams will need to stay out of the water during his vacation as his wound heals, but said he will be okay.“I don’t know if I’m unlucky, or really lucky,” McWilliams said. “But my dad said I need to buy a lottery ticket or something.” 1875
