A possible partial government shutdown is only a hand full of days away with President Donald Trump and congressional Democrats locked in a dispute over border security with no resolution in sight.Funding expires for a number of key government agencies on December 21 at midnight. That's because Congress has already funded roughly 75% of the federal government through September 2019, including the Pentagon as well as the Departments of Health and Human Services and Labor.But that doesn't mean a partial shutdown just days before Christmas wouldn't be disruptive.There are still seven spending bills that need to be passed and funding is set to expire on December 21 for the Department of Homeland Security, the Justice Department, the Interior Department, the State Department, the Department of Housing and Urban Development and other parts of the government.In the event of a shutdown, some federal employees would be deemed essential and would continue to work, but their pay would be withheld until the shutdown is over.Other federal employees would be placed on furlough, meaning they would effectively be put on a leave of absence without pay. Congress could move to order that furloughed employees be paid retroactively after the shutdown is over, but that is not guaranteed.It is difficult to predict how a shutdown might play out and what impact it would have.But according to a fact sheet released by the Democratic staff of the Senate Appropriations Committee, more than 420,000 government workers are expected to work without pay if a partial shutdown occurs, including more than 41,000 federal law enforcement and correctional officers.The fact sheet, which outlines the projected impacts of a shutdown, estimates that the vast majority of employees at the Department of Homeland Security would be among those required to work without pay during a shutdown, including tens of thousands of Customs and Border Protection agents and customs officers.More than 380,000 federal employees would be placed on furlough, according to the fact sheet, including the majority of the staff at NASA, the National Park Service and the Department of Housing and Urban Development.An administration official told CNN that "If a lapse in appropriations were to take place, a majority of DHS activities would continue. For instance, those protecting our borders with the Customs and Border Patrol will continue to do so."The administration official said, "Additionally, activities that are supported by multi-year funding, such as FEMA's Disaster Relief Fund, will continue operations," referring to the Federal Emergency Management Agency.Jeremy Barnum, a spokesman for the National Park Service, told CNN, "We are not going to speculate on any possible change in government operations. National parks are open and continue to welcome visitors."The Justice Department oversees special counsel Robert Mueller's investigation into Russian interference in the 2016 election, but Mueller's office will be able to continue working even if there is a partial government shutdown.Mueller's office "is funded from a permanent indefinite appropriation and would be unaffected in the event of a shutdown," a Justice Department spokesperson told CNN. A potential tropical storm has its eyes on Puerto Rico this week, prompting the National Hurricane Center to issue a tropical storm warning for the island territory.The unnamed storm has not officially been deemed a tropical storm, but is topping low-end tropical storm winds of 40 MPH. A number of other Caribbean islands, including the US Virgin Islands, are under tropical storm warnings.Because the storm lacks a well-defined center, it is not considered a tropical storm officially. But the National Hurricane Center expects the disturbance it has named “Potential Tropical Cyclone No. 9” to better organize in the next day.After it passes the Caribbean islands, it will begin approaching the East Coast of the US. A teacher at a Virginia high school was fired this week for allegedly refusing to stop calling a transgender male student a girl, ABC News reported. The teacher, Peter Vlaming, was reportedly fired for violating the school's nondiscrimination and anti-harassment policies. Vlaming was a French teacher at West Point High School in West Point, Va. "After thoughtful deliberation, the School Board voted to support the superintendent’s recommendation," the school's board wrote in a statement. "The School Board has adopted policies and tonight we upheld these policies."Vlaming claimed that his religion prevented him from identifying the boy by his preferred pronoun. Vlaming did agree to use the student's male name. A petition, which has more than 2,000 signatures, was launched in support of Vlaming. Vlaming said in the petition, "I won't use male pronouns with a female student that now identifies as a male though I did agree to use the new masculine name but avoid female pronouns. Administration is requiring that I use masculine pronouns in any and every context at school. I was informed that any further instances of using female pronouns would be grounds for termination." On Friday, students held a walkout and protest at the school in response to Vlaming's firing, WWBT-TV reported. “The school board is trying to force the teacher to conform to their ideologies with the threat of removal from the school,” Forrest Rohde, a junior who organized the walkout, told WWBT. James Millner, the president of Virginia Pride, agreed with the board's decision. "He violated school policy, despite multiple warnings from administrators. We do need statewide policy guidance that protects lgbtq students and prevents situations like this from happening again," he wrote.  1867
