At the press conference, Xie highlighted China's other initiatives to curb greenhouse gases such as a nationwide carbon emissions trading market to be launched in 2017.
"I hope my visit could help cement our traditional friendship, outline the future development of our relations, and lift the China-Vietnam comprehensive strategic cooperative partnership to a new level," Xi said in a statement upon arrival.
"A lot of work needs to be done before the MOUs turned into agreements, such as feasibility studies and negotiations on the terms of cooperation. I am glad to see that many projects are progressing well and we can expect that new mega deals will come out from the MOUs in the near future, during or after the State Visit of President Xi Jinping," he said.
"Precision" poverty relief -- a targeted approach to fight poverty rather than the previous "one size fits all" approach -- should be the order of the day, the statement said.
He also said the two countries should enhance connectivity in the region by actively discussing construction of projects such as the high-speed railway linking Malaysia and Singapore, railways in southern Malaysia and the China-Malaysia port alliance.
