SAN DIEGO (KGTV) — San Diego County schools are one step closer to bringing students back to campus. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks. If we can stay off the watch list for 14 days in a row after being removed from the state's list, students will be allowed back on school campuses.But, that doesn’t mean it will happen right away.“All of us have been watching those numbers,” said Theresa Kemper, Superintendent at Grossmont Union High School District. “When it finally went under 100, there’s a celebration because we look forward to getting kids back.”RELATED: Private school in Spring Valley to reopen with in-person learningKemper says they plan to give parents and teachers a two-week notice before they would return in-person.“Classrooms are already ready to go, but it’s all the other services we provide,” said Kemper. “Are the buses ready to go? Food service?”For Cajon Valley Union Schools, the district says they successfully welcomed 6,000 students to 27 of their campuses for summer programs. Social distancing and mask requirements were in place. They tell us over the six-week period they did not have a single case of COVID-19.Superintendent David Miyashiro says even if the county can welcome students back, they would still need time to prepare.“To say we’d be able to open right away, I don’t feel comfortable with that,” said Miyashiro. “The short answer is as soon as possible starting with our most vulnerable students.”San Diego Unified says they’re using their own criteria that goes beyond the state standards. It calls for rigorous contact tracing before they’ll reopen in-person.Escondido Union High School District starts a fully virtual school year on Aug. 25. They tell ABC 10News they’ll continue online learning through the first grading period that ends on Sept. 25. They say they’ll reassess current conditions after that. 2459

SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

  

SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668
